On November 3, 1994, the applicant submitted the additional information requested in order to do a <br />proper site plan review. Nis~n was <br />not pre~ent m respond to the City Stm~ review lettc'r darned 11/29/9~ which called for cons~-uction of ~ <br />sum? ar~ on the north sifle of th~ btfikting and Lnsmlling t~v~ment on the west side of the bo~ing if it <br />was gong to continue to serve as additional parking area. <br /> <br />On DeCember 30, 1994, Mr. JankowskS, Ms. Froli]c and Councilmember Peterson met with Ralph <br />Nissen, The following items were agreed to for the installation of site improvements at Ralph's Gun <br />and Pawn: <br /> <br />a) <br /> <br />A temporary sump area measuring 18' x 80' x 3' deep would be consmacted on the <br />west side of the building. <br /> <br /> b) <br /> <br />-i <br /> <br />B-612 concrete curbing would be installed along the east and south edges of the <br />pavement. No curbing would be required in the northwest comer of the drive/parking <br />area to allow runoff to reach the sump area and future expansion of the drive to seruiee <br />the other 3 lots to the west in Guy Addition, Since it would be too difficult to install <br />continuous concrete curbing where the existing black-top meets the existing concrete <br />walkway at the front of the building, it has been recommended that M.r. Nissen be <br />allowed to place he concrete curb sections at the front of the building to prevent cars <br />from driving onto the wMk-way, <br /> <br />Mr. Nissen has ag:meal that the west side of the building will not be used for parking <br />and storage; therefore, no ackt/tional pavement beyond what exists would be required. <br /> <br />tn accordance with setback requirements in the B-3 Highway Business District, Mr. <br />Nissen has agreed to cut the blacktop back 17.5 feet from the front property line, <br /> <br />City Staff will re-evaluate the remaining/'site improvements to be installed and <br />recalculate the amount of financial guarantee Mr. Nissen is required to provide. <br /> <br />On january 3, 1995, the Planning Commission met and rev/ewed Mr. Nissen's site plan and the <br />results of the December 30 meedmg with City Staff. <br /> <br />The following items are enclosed for your info~mafion: <br /> <br /> ~ a) Site location map <br /> '~ b) Site Plan <br /> ___ c) City Staff Rev/ew Letter dated 11~9/94 <br /> ? d) Proposed site plan development pc, trait <br /> <br />Recommendation: <br /> <br />'Ihe?larming Commission and City Sm.ff recommend site plan approval. <br /> <br />Review Checklist: <br /> <br />Council Action: <br /> <br />Motion to: <br />Approve/deny site plan approval to Ralph Nissen of RalPh's Gun and Pawn. <br /> <br />City A trator <br />City Engine <br /> <br />1/24/95 <br /> <br /> <br />
