Ms. Frolik stated that it is illegal for snowmobiles to bc in that area, and thc police should be notified immediately whenever such violations occur. Mr. Heins inquired whether the buffer zone is require& Commissioner Hendriksen stated that it is a requirement, and Commissioner Holland added that it is stipulated in the Staff letter. Commissioner I~ecmcr inquired whether there is going to be a public hearing on this matter. Ms. Frolik stated a public hearing is not required for the site plan. Noting the ground breaking is scheduled for April 1995, Commi-~sioner Deemer inquired whether the addition is sdheduled for use in the 1995-96 school year. Mr. Nybcck resPOnded that it wig not be occupied until September I996. Commissioner F!endriksen could not comprehend the orientation of the ball fields if a 40-foot buffer was requfi:ed. Mr. McCarty felt either the ball fields will have to be smaller or they will have to put the track field up in that area. Mr. Nybeck statgd that the location of the ball field is of no advantage to the school; they are simply attempting to put the ball field near the parking area. Commissioner Hendriksen stressed the importance of mitigating the concerns of the residents in the area. He suggested the applicant consider putting in some sizeable pine trees in the area as a natural buffer. Upon a suggestion by one of the citizens, Mr. Nybeck agreed to take into consideration designing the parking lot more perpendicular to the school, possibly making the ball field more feasible. He added that this would make the drop-off area better also. Motion by Comm!ssioner Deemer to recommend City Council grant final plat approval to the site plan for the expamsion of R~msey Elementary School contingent upon City Council review, City Staff Review Lett~i, discussion on modifications of site plan, intersection lighting added to the site plan at the accesses, and the modified site plan being brought back to the public hearing for rezoning. Commissioner LaDue stated the motion was inappropriate, explaining that City Council will review the site plan, but at:that point the Planning Commission. is out of it. Commissioner Deemer withdrew his motion· Motion by Commi_ssioner Deemer and seconded by Commi'ssioner Holland to table site plan approval in order tO discuss the revisions at the January meeting of the Planning Commission. Further Discussion: Commissioner Holland inquired whether this would hold up the process, and Ms. Frolik felt that it would not.
