Mr. Boos stated that it is.

Ch~erson Bawden pointed out that the trail running ih' the back yards in Juniper Ridge should be
delineated as off-road, and Mr. Boos agreed.

Commissioner Thorud inquired whether it were possible, when building trails, to make one lane
bitu~nous and one lane primitive for horses and skiers.

Mr. Boos stated it is possible since there is 75 feet to work w/th.

commissioner Hendriksen, noting that there is a riding arena at Traprock Commons, commented
that there seems to be reluctance in getting people in the rural area to that riding arena.

:
Mr. Boos stated that the portion of the trail between Armstrong Boulevard and the riding arena
would probably accommodate a horse trail since the multi-purpose trail designation is a 75~foot
area.

Commissioner Hendriksen remarked that the reason traits were fzrst considered in the City was
because of horse owners. He commented that now this segment of the City's population is being
ignored. He inquired whether the City has acquired any property.

Mr.!Boos stated that some property has been acquired in the urban area.

Commissioner Hendriksen stated that there was a trail plan that had this aspect in it, and now there
is nDthing.

Mr. Boos advised that the Lake ttasca Trail is the only trail in the City at the present time, and it
does have a 75-foot corridor.

commissioner Hendriksen suggested possibly designating a horse mil in the ditch along county
roads.

Mr~:Boos suggested initiating that discussion with the County.

Comrrfissioner Hendr/_ksen felt that such was in the plan originally and inquired why it was not
inc!uded, even after he talked with the Park and Recreation Comm/ssion.

Mr;Boos stated he was not at that meeting, so he is unaware of anything that occurred.

Co~issioner Holland commented that the more multi-purpose trails in the City, the more
adVantageous to the CID,, and Mr. Boos agree&

Chairperson Bawden inquired what were the requirements for a park head.

Mr! Boos stated that there are parking areas at park heads.

Commissioner Deemer questioned the trail head in Northf°rk.'

~ Boos noted that th/s should be in a different area.

chairperson Bawden inquired whether the Park and Recreation CommSssion was expected to adopt
this at their meeting on Thursday, December 8.

Planning

Commission/December 6, 1994
