Mr. Boos state~l that this plan is very close to the direction the Park and Recreation Commission <br />gave Mr. Smifll. ,, <br /> <br />Commissioner Hendriksen questioned about bike paths on county highways. <br /> <br />Mr. Boos stated that discussion should be entertained with the County. <br /> <br />Commissioner Deemer advised Mr. Boos that he had been contacted by residents who are <br />interested in puffing in a skating rink and maintain/ng it themselves. <br /> <br />Mr. Boos stated :he was aware of such and that the City is addressing that request. <br /> <br />Commissioner Deemer inquired whether the trail around Sunfish Lake could be deleted if all the <br />residents signed t~ statement stating they will not relinquish the land. <br /> <br />Park and Recreation Commissioner Ron Hetland advised that it will not be built if that happens. <br />He commented that this plan is only a wish list. <br /> <br />Chairperson Bawden declared that if anyone chooses to pursue this further should attend the Park <br />and Recreation Commission meeting on December 8. <br /> <br />Case #4: Proposed Expansion of Development District No. i and Modification <br /> of' Tax Increment Financing Plans for Districts 1, 2, and 4 <br /> <br />Zoning Administrator Frolik stated that with the construction of the new Anoka Electric <br />Cooperative facility, the City is proposing the expansion of Development District No. 1, which <br />will allow the expenditure of Tax Increment Funds (TIF) for infrastructure improvements in this <br />area. The expansion of the development district will not result in any changes in tax rates or <br />revenues collected by the county, school district or City. <br /> <br />Commissioner Daemer inquired whether TIF could be used for right turn lanes on County Road <br />#57. <br /> <br />Ms. Frolik stated she would research that suggestion. <br /> <br />Motion by Commissioner Holland and seconded by Commissioner LaDue establishing that the <br />Planning Commisiion has reviewed the modified development program for Development District <br />No. 1 and the Taxtlncrement Financing Plan for Tax Increment Financing Districts No. 1, 2, and <br />4, and has determined that the modifications are consistent with the comprehensive plan of the City <br />of Ramsey. <br /> <br />Motion carried. V~oting Yes: Chairperson Bawden, Commissioners Holland, LaDue, Deemer, <br />Hendriksen, and Thorud. Voting No: None. Absent: Commissioner Terry. <br /> <br />Case #5: Amendment to Section 9.03.04 of the Ramsey City Code Entitled <br /> Conditional Use Permits . <br /> <br />Zoning Administrator Frolik stated that the City of Ramsey' has been notified by Metropolitan <br />Council that the procedures established in City Code for issuing Conditional Use Permits are <br />inconsistent with Mdnnesota Statute §360. Ramsey's procedures are inconsistent in that they do <br />not require notification of the Minnesota Department of Transportation when a structure is <br />proposed to exceec[ 200 feet in height. City Staff recommends that the Planning Commission <br />recommend adoption of the proposed ordinance amending the City Code to come into compliance <br />with Minnesota Stature §360. <br /> <br />Planning Commission/December 6, 1994 <br /> Page 9 of 12 <br /> <br />.BI <br /> <br /> <br />
