2) <br /> <br />3) <br /> <br />4) <br /> <br />City Council regular meeting minutes dated November 22, 1994. <br /> <br />; City Council public hearing and regular meeting minutes dated December 13, I994. <br /> <br />PUBLIC HEARINGS <br /> <br />Chairperson Bawden adjourned the regular Planning Commission meeting at 7:35 p.m. in order to <br />conduct the following public hearings: <br /> <br />I) Request to Rezone Certain Property From R-1 Rural Residential and B-2 Business to R-3 <br /> Urban Residential; Case of Anoka Hennepin Independent School District No. 11 <br /> <br />2) Request for Preliminary Plat Approval of Northfork Oaks 2nd Addition; Case of North <br /> Fork, Inc. <br /> <br />Chairperson Bawden called the regular Planning Commission meeting back to order at 7:43 p.m. <br />COMMISSION BUSINESS <br /> <br />Case #1: Request for Site Plan Approval; Case of Independent School District <br /> <br />Zoning Administrator Frolik stated that at their December meeting, the Planning Commission <br />tabled action of the request for site plan approval to expand Ramsey Elementary School. This was <br />done in order to allow the applicants additional time to meet with neighboring property owners to <br />the sOUth to negotiate a satisfacto~ buffer between the ball fields and the neighboring homes and to <br />consider ways to redesign the parent drop off parking lot to make it more user friendly. Ms. Frolik <br />advised that the applicant has now redesigned the south parking iot to make it more user friendly as <br />a parent drop off site and create more opportunity for a deeper buffer area between the athletic <br />fieldg and the neighbors to the south. She reported that Staff's written comments indicate <br />preference for the ori~nal design, but the school prefers the modified design and Staff is agreeable <br />to that. Ms. Frolik explained that the applicant and the architect met with neighboring property <br />owners and representatives of other local youth athletic organizations to review possible <br />modifications to the site plan, and as a result of that meeting, the applicant has relocated the bail <br />fields from the south side to the west side of the school thereby putting more distance between the <br />ball fields and the neighbors to the south. Ms. Frolik advised that the outstanding items yet to be <br />provided on the site plan are: (a) Indications that the outer edge of all bituminous surfaces will be <br />finished with B-612 concrete curbing; (b) A ten foot wide bituminous trail parallel to Nowthen <br />Bouievard N.W., graded trails from the northwest and southwest to the school facility, and <br />handicap accessible trails to the public recreation areas; and (c) Although an area for a proposed <br />sedimentation basin has been identified on the site plan, a grading and drainage plan needs to be <br />provided. Ms. Frolik concluded that City Staff recommends approval with contingencies. <br /> <br />Cit?Engineer Steven Jankowski withdrew his previous obJedtion to the modification of the north <br />access off C.R. #5 from one point of access to a pair of access points. <br /> <br />Bria~ McCarty, KKE Architects, Inc., advised that the parking lot drainage will be relieved by <br />storm water drainage and catch basins.
