Commissioner I~eemer questioned whether they can run drainage onto private property. <br /> <br />Mr. Jankowski Stated it was his belief that they could, since it presently occurs. <br /> <br />Mr. McCarty noted that they based this drainage plan on conversations held with the Water <br />District. <br /> <br />Mr. Jankowski i~nquired whether the impervious water will be intercepted, and Mr. McCarty <br />replied that it will be. Therefore, Mr. Jankowski determined that the only drainage to the area will <br />be what is currently draining there. <br /> <br />Roger Borchard, ~715 148th Lane N.W. - stated that he is already experiencing drainage problems <br />on his property aod is concerned that the expansion of the school might intensify those problems. <br /> <br />Mr. McCarty stated he is willing to address Mr. Borchard's concerns and work with the City <br />Engineer on a drainage plan, which may include a 3-4 foot berm in the low area. <br /> <br />Mr. Borchard feltithat a berm would be sufficient. <br /> <br />Mr. McCarty also advised that it is their intention to curb the parldng area. <br /> <br />Commissioner De~mer stated he would like to see street lighting at the intersections. He suggested <br />two new streets lights, one at each entrance. <br /> <br />Commissioner Thorud inquired about the drainage area in the rear of the school site, whether there <br />is standing water. <br /> <br />1~. McCarty affirr~ ed that there is standing water of up to 4 feet at any ~ven time. He stated that <br />they do not intend to fence in the area because of the concemlhat a fence will only entice children <br />to climb over, and ~is a result, they could become u'apped in the ponding area. <br /> <br />Commissioner Henttriksen inquired about the drop-off area. <br /> <br />Mr. McCarty explained that they have created a short-term parking lot and drive-thru area. He <br />added that the origifial parking lot on the north side will also have a short-term parking lot. <br /> <br />Chairperson Bawdeh inquired about the existing playground equipment. <br /> <br />Mr. McCarty stated: that most of it will be saved and relocated, however, the wooden structures <br />wkich do not meet safety requirements will have to be discarded. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Holland to recommend that City <br />Council grant approval to the site plan for the expansion of Ramsey Elementary School contingent <br />upon modifying th~ site plan to include B-612 concrete curbing around the perimeter of all <br />bituminous surfacing, providing for the various recommended trails, submittal of an acceptable <br />drainage plan inclu~ng a berm along the south site boundary to insulate a small depressed pocket, <br />and installation of street lighting at each of the two parking lot entrances from County Road #5. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, C6mmissioners Deemer, Holland, <br />Hendriksen, and Thorud. Voting No: None.
