Mr. Sghroeder sated they are looking at four possible alignments, possibly taking up to three <br />businesses. He noted that he was unaware until tonight that the Planning Commission took the <br />position that C.R. #116 should intersect with Highway #10. <br /> <br />Chairperson Bawden stated that the Planning Commission was originally looking at conceptual <br />things_until a memorandum was generated giving cost comparisons, etc., forcing the Commission <br />to deal:with this now when it was not the intent. <br /> <br />Mr. S~hroeder discussed the non-appraisal process (relocation analysis), stating that it was not <br />meant:to skew figures. <br /> <br />Comrhissioner Hendriksen declared that it should be intuitively obvious that the east end was less <br />desirable because of the need to acquire property. <br /> <br />Chairperson Bawden stated that this Commission will not make the final decision on the bridge <br />location, that it will be based on traffic patterns and various other things, and that is the reason they <br />should not have been in this detail to begin with. He stated they must decide where to go based on <br />good Planning, adding that land costs can change dramatically in the future. <br /> <br />Motion by Commissioner Holland and seconded by Commissioner Deemer to use the amended <br />portion of Terry Hendriksen's memorandum, entitled "Benefits of the Planning Commission <br />Alternative,'' as their formal recommendation for land use and transportation to be submitted to <br />City Council along with the map. <br /> <br />Further Discussion: Chairperson Bawden directed Staff to draft the changes to the remainder of <br />the memorandum and submit it to City Council as a subcommittee memo. <br /> <br />MotiOn carried. Voting Yes: Chairperson Bawden, Commissioners Holland, Deemer, <br />Hendriksen, and Thom& Voting No: None. Absent: Commissioners LaDue and Terry. <br /> <br />In reference to the map, Commissioner Deemer pointed out that there are 20 acres of commercial <br />property on the east boundary of the City that is missing, He also reaffirmed the following <br />changes to the map: St. Anthony Gun Club to be depicted as "Quasi-Public Open Space," delete <br />the COmmercial property in the northern part of the City adjacent to Armstrong, and display <br />Sunwood Drive accurately. <br /> <br />Case#5: Proposed Regulations for Accessory Apartments <br /> <br />Zoning Administrator Frolik stated that Staff has drafted an ordinance to establish regulations for <br />accessory apartments in the City. She advised that a public hearing is scheduled for February. <br /> <br />Ben Moss, 8320 - 157th Lane N.W. - referenced the Purpose outlined in the ordinance, stating that <br />there was nothing in the document which determines low income and moderate income. He <br />discfi_ssed the income guidelines used by Anoka-Hennepin,Schoot District #11. <br /> <br />Co~ssioner Holland stated that reference to income is inappropriate and should not be included. <br /> <br />/',,ir.
