PERSONNEL COMMITTEE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The RamseY Personnel Committee conducted a regular meeting on Tuesday, January 10, <br />1995, at th/: Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, <br />Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Glen Hardin <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />CALL TO ORDER <br /> <br />City Administrator Ryan Schroeder <br />Finance Officer Jessie Hart <br />Police Chief Mike Auspos <br />Parks/Utilities Supervisor Mark Boos <br /> <br /> Hardin called the regular meeting of the Personnel Committee to order at 6:05 <br />Mayor <br /> p.m. <br /> <br />CITIZEN I~NPUT <br /> <br />None <br /> <br />CONSENT AGENDA <br /> <br />None <br /> <br />APPROVE AGENDA <br /> <br />Consensus was to approve the agenda as presented. <br /> <br />COMMITTEE BUSINESS <br /> <br />Case #1: .1995 Exempt Personnel Wages <br /> <br />City AdminiStrratOr Schroeder stated that the case presented is the same as was presented in <br />the Decemberfagenda. This is the same pay plan format as for the 1994 - 1995 AFSCME <br />contract and ~ same format since 1993 for AFSCME and Exempt. After the cost of living <br />increase, it ass!gns point values depending upon your individual relations to class, tenure, <br />etc. The intenein 1992 was to at least assure personnel they would get to their mid-point in <br />a reasonable time frame. It gets employees moving toward the maximum in their pay class. <br />Mr. Schroederistated he did a comparison between other pay settlements and also took the <br />standard wage {comparisons between Andover, Anoka, Champlin and Elk River. He also <br />"threw in" seleg:ted positions for Anoka County above Class 12 in the $30,000 - $40,000 <br />pay classes plhs others that seemed pertinent. ,He .informed the Committee that the <br />organizational chart is included with this case as is the compensation plan. The comp and <br />overtime figures do not make a significant swing. The subordinates do not earn more than <br />their supervisors which has happened in other cities. HoWever, it's possible to earn six <br />percent or mor~ than the base wage with overtime. Mr. Schroeder stated that Council had <br />received perforin~ ance evaluations for all of the exempt personnel except for two and those <br />should be available this evening. He commented that this Committee has had some <br />discussions abol~t pay for performance.
