If the Committee had <br />some specifics for him with regard to completing the evaluations, he asked that they convey <br />those to him. Mr. Schroeder felt that the Committee may wish to table action on this issue <br />u~tit everyone is comfortable with it. He suggested it could be addressed again in <br />February. <br /> <br />P~51ice Chief Auspos disseminated a graph that he based loosely on comp worth. The <br />g~aphing shows points versus salary. He reported where some of the exempt personnel <br />were in relationship to their midpoints and also the amount of years they had been with the <br />~ty of Ramsey. He stated he has been the Police Chief for the City of Rarnsey for 19.5 <br />y~ars and he is about 2/5ths of the way above the mid-point. He stated what that says is <br />that he will never see the maximum pay. He referenced other Exempt Personnel who have <br />been here from one to five years and are nearly at or above their midpoint. He asked why <br />e~en have a maximum; there should only be a mid and a minimum. The other thing it <br />shows is that tenure is not taken into consideration. He felt he should be paid a higher <br />Wage. <br /> <br />Mayor Hardin inquired where Chief Auspos felt he should be wage wise. <br /> <br />Chief Auspos suggested at $59,607 which would be about 3/4 of the way to the maximum <br />pOint. He added that the Police Chief of Anoka is paid $63,607 and the Police Chief of <br />Qhamplin is $60,513. He also stated that the Police Chief of Elk River is paid at $54,463 <br />b'Ut that's too low and he felt it shouldn't be a comparison because it's. not in the Metro <br />~rea. <br /> <br />~. Schroeder stated that the actual number for the 75% point between minimum and <br />maximum is $59,701.50. <br /> <br />Councilmember Zimmerman stated that Chief Auspos' arg.ument is basically the same he <br />(~immerman) had last year; however, the total Council was not in agreement with him. He <br />f~lt if we want to encourage people to make their employment with the City of Ramsey their <br />~areer, we should try to get their salary up after they have been here awhile. <br /> <br />l~layor~, Hardin stated he would like to see action taken on this case as it had already been <br />tCbled once before. He suggested taking action on the exempt wages and refer Chief <br />~uspos' case to the Labor Negotiations Committee for review or to the Personnel <br />~ommittee at a different time. That would allow for action on this issue tonight and allow <br />~other audience for Mike to discuss his wage issue. He inquired which Committee it <br />Would be best to be discussed at. <br /> <br />Mr. Schroeder suggested that perhaps Council would want the Personnel Committee to be <br />~: larger representative of the Council or maybe the whole Council. Chief Auspos' wage <br />~ssue could be discussed by the Labor Negotiations Committee. <br /> <br />Mayor Hardin stated he would recommend Council adopt this wage plan and refer Chief <br />Ouspos' special case to the Negotiating Committee and have a special meeting. <br /> <br />~hief Auspos inqu/red if he would be excluded from the action taken on the wages tonight. <br /> <br />~ayor Hardin stated he felt that the action taken would be all encompassing.
