CASE # ~-~ <br /> <br />Background: <br /> <br /> REQUEST FOR SITE PLAN APPROVAL; <br />CASE OF INDEPENDENT SCHOOL DISTRICT NO. 11 <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />School District No. 11 is requesting site plan approval to construct a 65,000 square foot addition to <br />the Ramsey Ele~nentary School located at 15000 Nowthen Blvd. N.W. The School District has <br />acquired the twq adjacent parcels to the south to accommodate the expansion. The expansion will <br />also include sorrte rework of the outdoor playground and ball.fields. <br /> <br />The following it6ms are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br />f) <br />g) <br /> <br />Site location map <br />Site Survey <br />FlOor Plan <br />cO?ginal Site Plan <br /> ~y Staff Review Letter dated 11/29/94 <br />Pl~ming Commission meeting minutes dated December 6, 1994 <br />Re)vised Site Plan Al.2 dated received on 12/29/94 <br /> <br />Observations: <br /> <br />The 3 parcels involved in the development are zoned R-1 Rural Residential and B-2 Business, for <br />which schools are ~not a permitted use. A rezoning to R-3 Urban Residential has been initiated to <br />permit the expansion of the facility. <br /> <br />The proposed expansion meets lot coverage, setback, and architectural requirements for the R-3 <br />Residential District. <br /> <br />City sewer and water will be extended to the site to serve the expanded facility. <br /> <br />The expansion will:;include the addition of a 100 space parking lot and extension of the bus drop <br />off area. In accordance with the recommendations of the Anoka County Highway Department, the <br />bus exit has been ~edesigned to intersect Nowthen Blvd. at a right angle. In doing so, the <br />applicants also rede~gned the existing bus entrance and parking lot entrance on the north end of the <br />property into a pair of entrances that intersect Nowthen Blvd. at right angles also. The <br />modification of the ~orth access from one point to a pair of access points has been approved by the <br />Anoka County High~vay Department. <br /> <br />In accordance with tile recommendations of the Planning Commission, the applicant redesigned the <br />new south parking 10t to make it more user friendly as a parent drop off site and create more <br />opportunity for a dee~er buffer area between what was originally proposed to be the ballfields and <br />the neighbors to the ~uth. <br /> <br />As a result of comma, nts submitted at the Planning Commission public hearing in December, the <br />applicant and the architect met with neighboring property owners and representatives of local youth <br />athletic organizations On December 19 to review possible modifications to the original site plan. As <br />a result of that meetiqg, the applicant has relocated the ballfields from the south side to the west <br />side of the school, putting more distance between the ballfields and the neighbors to the south. <br /> <br /> <br />
