StafE4aad previously recommended that lighted, school zone signs be installed on C.S.A.H. #5 at <br />both~he north and south approaches to the school. The Anoka County Highway Department has <br />dec,ed that recommendation based on the limited numbers of walkers to Ramsey Elementary. <br /> <br />The ~quired 20 foot deep landscaped area adjacent to Nowthen Blvd. will be provided. <br /> <br />For ~edestrian and handicap traffic purposes, it was previously recommended that the site plan be <br />modified to provide: a) a 10 foot wide bituminous trail parallel to C.S.A.H. #5, along the entire <br />site~o connect with the trail in Haubrich Addition to the north; b) rough grading for future <br />bik~ays/walkways from the northwest and southwest (at slopes not to exceed 5% and compatible <br />wit~ the site plan) to bring walkers in from adjacent neighborhoods; c) handicap access to the <br />public recreation areas (hard surface pavement with no greater than 5% slope). <br /> <br />Th~ Planning Commission has recommended that street lights be installed at the entrances to the <br />no~h and south parking lot. <br /> <br />site plan must be modified to reflect the following: <br /> <br />a) <br /> <br />b) <br /> <br />Indications that the outer edge of al! bituminous surfaces will be finished with B- <br />612 concrete curbing. <br /> <br />A ten foot wide bituminous trail parallel to Nowthen Blvd. N.W., graded trails <br />from the northwest and southwest to the school facility, and handicap accessible <br />trails to the public recreation areas. <br /> <br />c) Installation of street lights at each the entrances to the north and south parking lot. <br /> <br />d) <br /> <br />Grading and drainage plan acceptable to the City Engineer. Although there is <br />general consensus that all drainage will be conveyed by storm pipe to the west and <br />receive detention to meet WMO standards before discharge to Wetland #114P, a <br />detailed grading and drainage plan has not been prepared. There is also an issue of <br />how some turfed area runoff on the south side of the site needs to be handled. <br /> <br />~ecommendation: <br /> <br />~e Planning Commission and the City Staff recommend approval of the site plan contingent upon <br />~mpl/ance with the items listed above. <br /> <br />Council Action: <br /> <br />~Review Checklist: <br />: CC: <br /> <br />Motion to: <br />Grant approval to the site plan for the expansion of Ramsey Elementary School contingent <br />upon modifying the site plan to include concrete curbing, parking lot Lighting and trails, and <br />the submittal of an acceptable drainage plan. <br /> <br />City Administrator <br />City Engineer <br />Parks & Utilities Supervisor <br /> <br />1/10/95 <br /> <br /> <br />
