~rchi~ccmm] Standards: The exterior finish on the structure will bc brick to match the existing
struck. This is in compliance with City Code. The proposed structure will not exceed thc 35
foot ~cight limit Thc City should bc provided with a copy of the building elevations to support
comphance with architectural standards,

~ City Code requfi~cs that all solid waste and refuse receptacles shall be stored within
n completely screened structure or container, tt is staffs understanding that waste storage
recepr.~les will bc rna/nta~ed at the lo~.ing deck.

L~n~sc~pine ~nd Screening,' According to City Code, a 20 foot deep landscaped ~ea with
scrc~nins is required p~-allel to Nowthen Blvd. and a 40 foot wide landscaped, buffer ama is
required along the south property tine to buffer the use from the single farnity homes. City Code
also ~equires the entire front yard to bc sodded and/~ landscaped from thc street to the front of the
buil~ng.

The~anflscaped area depicted on thc site plan that is parallel to Nowthen Blvd. meets the 20 foot
dep~ requirement and and is proposed to be stocked with a combination of deciduous and conifer
tree'and shrubs. The front yard will be landscaped from the street to the front of the building.

The~ite plan indicates that the 4 existing, marginal ballfields will be reconsumcted into 2. larger
fieI~s, However, the proximity of the 2 new fields to the adjacent residences results, in the
pot~rial for athletic activity to encroach upon the single family lots and adverse impacts to exisimg
tree~. Screening is proposed along the south property tine but it d~s not appear that the location
of ~e ballfietds will be conducive to a 40 foot wide buffer area for the adjacent residences. It is
fez. _ojnmended that consideration be ~ven to maligning the..ballfields to the north to increase the
buffer area and that consideration be given to fencSng the south property line to avoid a situation of
athletic related activity encroaching onto the neighboring residences.

Off;Street Parking and Dr/yes - Desi~ gn~ Arngun~: Ramsey City Code does not establish a
rec_d~mm~nded number of parking spaces for schoois. In checking with some of the surrounding
co~unifies, Staff has found that generally one parking space per employee and 2 parking spaces
periClassroom are required, tt is Staffs understanding that there will be 40 classes at the school
and_-;approximately 110 employees, for a tom.l of 180 parking spaces being recommended. The site
pt~ indicates that there are cm-renfly 103 parkS, ag spaces on the site and that an additional t00
parF::ing spaces are proposed to be develotY',.d, for a total of 203.

Ci~ Code requires ail drives, off-street parking and loading and maneuvering areas to be surfaced
with a 2 inch bituminous mat and finished with 6 inch high, poured concrete curbing (B-612).
Th~site plan does indicate that the par-king and drive areas will be surfaced w/th bituminous. The
sit, lan also indicates that there will be curbing, but it doesn't intricate whsre there will be curbing
anf the type of curbing proposed. The site plan should be mod/fled to indicate that the outer
p~eter of all pavement will ~ finished with B-612 ctu'bing~ The site plan should be modified to
pr~ide for disability approved amenities, such as curb cuts with ramps, leading from the parking
lo~to all public arms.

If ~ere an), intentions of treating the existing no~w. herly parking lot with a bituminous overlay at the
time the new site improvements are installed, it should be now. d that such renovation would rea. u/re
b~gSng that parking lot up to code by the installation of B-612 concrete curbing also.
