In accordance with Staff's recommendation, this bus exit will be aligned <br />with 150th Lzu~e N.W. on the east side of Nowthen Blvd. N.W. Thc existing southerly entrance <br />to the ball.field area will be relocated to the south as a result of' the expansion and will direct traffic <br />to thc mcrcatic ual areas and the parent parking lot. The existing access to the homestead parcels <br />acquired south ff the existing site will be eliminated. <br /> <br />City Staff is rea:ommcnding that school zone signs be erected at thc north and south approaches to <br />the school. Th~ signs should be retrofitted with yellow flashing lights that signify thc high vehicle <br />and pedestrian traffic times during school arrivals and departures. <br /> <br />Pedestrian Path/~,ay: l~or pedestrian transportafional purposes, the site plan should be modified to <br /> .or wide bituminous trail parallel to Nowthcn Blvd. from the north to the south <br /> the site. Thc trail on the northerly end of the site should connect with the wail in <br /> on, the plat to the north. The purpose would be for en?r~.nmenml education study <br />and wildlife obsel~rvarion/habimt Storm drainage requires a review by me Lower Rum River Water <br />Mana~em. ent O~:ganization (LRRWMO) mad will have to comply with the standards of that <br />orgamzauon. <br /> <br />Recreational Areas: Staff has noted that the visibility between the 3-5th grade z>layground and the <br />Kindergarten-2n{~ grade playground is obstructed by the building expansion. ~ity Staff suggests <br />that considerafio/~ be given to getting the 3-Sth grade playground within eyeshot of the ballfields <br />and Kindergarten~2nd grade playground in order that parents can keep an eve on ail children at ali <br />ages malting use ~f the various recreational areas. <br /> <br />Although the City does perform some minor maintenance of the recreational areas at Ramsey <br />Elementary SchoOl, it is not City property. In addition, the hockey rinks are in disrepair and <br />served by a dirt p~ldng lot. There needs to be a use and maintenance a~m-eement between the City <br />and the School DiStrict ff the City is to be involved at all with.:th/s r~-~rearional aree_ <br />~ The site r)l~. indicates a new sign in the front yard. Ci~.Code resfficts the combined gross <br />area of insfitufiCn~l wall and ground sig-ns to 80 square feet. A s'ig-n pgm:fit will be required from <br />the City for the erection of the new sign. The permit includes .a $25.00 review fee and a $75.00 <br />issuance fee. <br /> <br /> <br />
