Absent: Chairperson Bawden and Commissioner Terry. <br /> <br />NOTE CIT~ COUNCIL MEETING MINUTES <br />The PlanningiCommission noted the following City Council meeting minutes: <br /> <br />1) City Council public hearing and regular meeting minutes dated September 12, 1994. <br /> Comn~i'ssioner Deemer referenced Case #3 wherein thc City Council tabled the motor <br /> vehicl~ sales license application from Ramsey Auto Sales, and Commissioner Deemer <br /> inquir~ whether the owner could have a business license since he was now in prison. <br /> Zonin~g Administrator Prolik replied that the P, amsey Chief of Police is researching the <br /> matter; <br /> <br />2) City COuncil public hearing and regular meeting minutes dated September 27, 1994. <br /> <br />3) City C~uncfl public hearing and regular meeting minutes dated October I 1, 1994. <br /> <br />PUBLIC HEARINGS <br />Acting Chairperson Hendriksen adjourned the regular Planning Commi.~sion meeting at 7:38 p.m. <br />in order to conduct the following public hearing: <br /> <br />1) Amend~nent to Section 9.03.04 of the Ramsey City Code Entitled Conditional Use Permits. <br /> <br />Acting Chairp~son Hendriksen called the regular Planning-Commission meeting back to order at <br />7:41 p.m. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: Request for Site Plan Approval; Case of Independent School District <br /> No. 11 <br /> <br />Zoning Adm{ni!3trator Frolik stated that Independent School District No. 11 is requesting site plan <br />approval to co, truer a 65,000 square foot addition to the Ramsey Elementary School located at <br />!500(3 Nowthe~ Boulevard N.W. The School District has acquired the two adjacent parcels to the <br />south to accomrhodatc thc expansion. Thc cxpansion will also include some rework of the outdoor <br />playground and!bali fields. Ms. Prolik explained that the three parcels involved are zoned R-1 <br />Rural Residen~al and B-2 Business, for which schools are not a permitted use. The existing <br />school is considered lawful non-conforming, and expansion of it requires a conditional use permit <br />or rezoning to !t-3 Urban Residential (for which schools are a permitted use). Therefore, a <br />rezoning proces~ is being scheduled for the Planning Commission's Janum-y meeting. Ms. Frolik <br />advised that the t~roposed expansion meets lot coverage, setback, and ar:hitectural requirements for <br />the R-3 Urban I~esidenfial District, and City sewer and water will be extended to the site to serve <br />the expanded fa{ility. The site plan indicates that ail drives, off-street parking and maneuvering <br />areas will be p~ved with bituminous, but the site plan doesn't detail the location and type of <br />curbing propose.
