south, and accordingly, so will thc bus exit.. Ms. Frolik noted that thc expansion of thc site
ner.~sitates relocating the ex.i~ting southernmost entrance to the ball field area to thc south, and the
exis[Lug access to thc newly acquired parcels on thc south will be cUminated. Staff had also
rccdmmcnded that lighted, school zone signs bc installed on C.S.A.H. #5 at both thc north and
sous approaches to the school, however, the Anoka County Highway Department feels that
flas~g lights arc not warnmted at this _Omc. Ms. Frolik advised that thc required 20 foot dccp
Ian~cape area adjacent to Nowthen Boulevard will be provided. Also City Code requires a 40-
foot'buffer to thc resident/al use along the south property line. However, the proximity of the bali
fiel~ to the adjacent residences could result in athletic activity encroaching upon the single family
lots,md therefore, Staff has recommended that consideration be given to realigning the ball fields
somewhat to the north and fencing be installed to increase the buffer area and its effectiveness.

Bri~ McCarty, KKE Architects, Inc., stated that since there will definitely be more bus traffic,
they~have lengthened the bus drop-off area and will align the exit access with 150th Lane N.W.

Co~missioner Hendriksen expressed concern about the eastern parking area possibly needing
additional access onto C.8.A.I-L #5.

Mr. ~cCarty advised that the area has gone from five accesses to three, and they do not feel any
rnor~ will be warranted.

Co~ssioner Deemer inquired about the loop in the southeastern parking area.

Mr.~cCarty stated that the intent is to keep the car traffic separate from the bus traffic but to stilI
pro, de a drop-off area for car traffic.

Co~ssioner Hendriksen expressed concern about the potential for accidents combining cars
d,'oPping children off and cars and children in the parking lot.

Co~ssioner Deemer was also concerned with the buses hating to back up.

Dick Nybeck, Operations' Facilities Director, advised that the buses do not back up. He stated that
the ~esig-n is just an architect's rendition but is not to scale. He explained that the buses do not pull
ali the way up to the curb, so when they are ready to leave, they puli forward and out.

Co _rm'vSssioner Deemer stated he would like to see the car drop-off area in the same area as the bus
dro~-off.

Mr.!N3beck stated that does not work. It is important to keep alI traffic out of the bus area.

Co~ssioner Holland suggested moving the access closer to the drop off area so the), don't go
tl~r~gh the parking area.

Msa-Frolik stated that input from Anoka County would be require&

Co~ssioner Holland inquired whether this was consiSten't w/th what is done at other schools.
Mr?/qybeck stated that it is not. Although a rectangular p~rking area would be preferred, the
building commlttee is pushing for a drop-off point.

Co~mlssioner Hendriksen suggested having the drop. off cars exit where the buses exit.

Planning Commission/December 6, 1994
