Absent: Ch~drl~a~on Bawden and Commigsioner Terry. <br /> <br />Chairperson Bawden arrived at 8:30 p.m. <br /> <br />Case $$2: Request for Site Plan Approval; Case of Ralph's Gun and Pawn <br /> <br />Zoning Adm!nistrator Frolik stated that in September 1993 Ralph Nissen relocated Ralph's Gun & <br />Pawn from 6~131 Highway $$10 N.W. to 6101 Highway $$10 N.W. The address of 6101 Highway <br />#10 N.W. w~s deficient of certain site improvements such as paved and curbed drive and <br />customer/em@loyee parking areas, and Mr. Nissen was informed by City Staff at that time that <br />these site im! rovements were required in order for commercial activity to occur on the property. <br />Approval for Jaese site improvements must be obtained from the City via a site plan approval. Ms. <br />Frolik advise~ that the site plan proposes to install B-612 curbing around the perimeter of the <br />blacktop. Sm ~f is recommending waiving curbing on the west side of the driveway as this entrance <br />from HJghwa, $$10 N.W. is one of 2 that wii1 serve the other 3 lots to the west in Guy Addition. <br />She added th~ the City Engineer has recommended the consmaction of a sump area on the north <br />side of the be ~lding. It has also been noted that the applicant does park vehicles and equipment on <br />the west side ~bf the budding, and if this is to continue, a row of paved and curbed parking should <br />be construet~ in this area also. <br /> <br />Chairperson B:awden inquired as to the applicant's response regarding the park4.ng on the west side <br />of the building. <br /> <br />Ms. Frolik stance1 that Mr. Nissen has not responded and is not present at this meeting. <br />CommissioneriDeemer stated he didn't fi.nd the sump relevant. <br /> <br />Co_mmSssione~Henflriksen explained that the drainage is f6r the run-off in the spring and other <br />instances whi~ need to be accommodated. He inquired if City Staff has hca.rd from Mr. Nissen <br />since the date qf City Staff Review Letter, 11/29/94. <br /> <br />Ms. Frolik repined no. <br /> <br />Cha~erson Bawden inquired whether delaying this another month woutd be a problem. <br /> <br />Ms. FroIik stat~ that since the construction season is over, it would not cause a problem. <br /> <br />Motion by Cor~maissioner Henflriksen and sex:onded by Commissioner Holland to table site plan <br />a. ppro al to R.a~ph_'s Gun and Pawn enabling the appIicant to respond to the Staff Review Letter <br />aat~ 11/29/94 and the concerns regarding the storage area. <br /> <br />Further Discuss~ion: It was the consensus of the Planning Commission that th~s would be on the <br />~fanuary agenda. .,, '.. <br /> <br />Motion carried, Voting Yes: Chairperson Bawden, Co~mlssioners Hendriksen, Holland, <br />Deemer, LaDuei and Thorud.
