CZTY 0F RA~SEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />AHENDM]~NT TO CHAPTER 7 W~ICH IS KNOW AS THE LICENSING AND PERMITS <br />~TER OF THE CITY CODE <br /> <br /> 'PAWRBROKERS~ OF T~E CITY.CODE OF RAMSEY, MINNESOTA. <br />Th~ City Council of the City of Ramsey Ordains: <br />sECTIoN 1. . AMENDMENTS <br /> <br /> The definition of "Pawnbroker" contained in Section 7.13.01 <br />· s amended to read as follows: <br /> <br /> ~ P~wnb. rok~r A person who loans money on deposit or pledge <br /> i of personal property or other valuable thing; who deals <br /> ]! in the purchasing of personal property or o~her valuable <br /> thing on condi=ion of selling the same back again a~ a <br /> stipulated price; or who loans money secured by chattel <br /> mortgage or by personal property, taking possession of <br /> the property or any part thereof so mortgaged. To the <br /> i extent that a ~awnb. roker business includes buying <br /> personal property previously used, rented, or leased, the <br /> provisions of this Section shall be applicable. Any <br /> i bank, savings and loan association, or credit union shall <br /> i no~ be deemed a pawnbroker for purposes of ~his Section. <br /> <br />B. ~ Section 7.13.09- is amended to provl'de as follows: <br /> <br /> i Subdivision. 1. ..I~RPOSE <br /> <br /> i The Council finds that ~awn~.rokers 9otentially provide <br /> !! an opportunity for the commzssion of crimes an.d their <br /> concealment because such businesses have ~he ability to <br /> receive and. ~ransfer s=olen property easily and quickly. <br /> The Counczl also fin~s that consumer protection <br /> regulation is warranted in transactions involving <br /> pawnbrokers. The purpose of this Section :is therefore <br /> i to ~revent pawnbroking from being used as facilities for <br /> ? commission of crimes and to assure that such businesses <br /> ! com~ly with basic consumer protection standards, thereby <br /> ~ro~ectin~ the public health, safety, and general welfare <br /> ~ of ~he citizens of the City. <br /> <br /> <br />
