Th~ City Council of the City of Ramsey Ordains: sECTIoN 1. . AMENDMENTS The definition of "Pawnbroker" contained in Section 7.13.01 · s amended to read as follows: ~ P~wnb. rok~r A person who loans money on deposit or pledge i of personal property or other valuable thing; who deals ]! in the purchasing of personal property or o~her valuable thing on condi=ion of selling the same back again a~ a stipulated price; or who loans money secured by chattel mortgage or by personal property, taking possession of the property or any part thereof so mortgaged. To the i extent that a ~awnb. roker business includes buying personal property previously used, rented, or leased, the provisions of this Section shall be applicable. Any i bank, savings and loan association, or credit union shall i no~ be deemed a pawnbroker for purposes of ~his Section. B. ~ Section 7.13.09- is amended to provl'de as follows: i Subdivision. 1. ..I~RPOSE i The Council finds that ~awn~.rokers 9otentially provide !! an opportunity for the commzssion of crimes an.d their concealment because such businesses have ~he ability to receive and. ~ransfer s=olen property easily and quickly. The Counczl also fin~s that consumer protection regulation is warranted in transactions involving pawnbrokers. The purpose of this Section :is therefore i to ~revent pawnbroking from being used as facilities for ? commission of crimes and to assure that such businesses ! com~ly with basic consumer protection standards, thereby ~ro~ectin~ the public health, safety, and general welfare ~ of ~he citizens of the City.
