LICENSE No pgrson, partnership, or corporation shall engage in or carry on the business of a Pawnbroker or Secondhand Good~ Dealer, without a license issued by the City, for each~and every separate office or place of business operated by such licensee in the City. The annual fee for ~uch license shall be set by Council resolution. A license under this Section shall authorize the licensee to c~rry on its business only at the permanent place of business designated in the license. No license may be transferred to a different location or a different licensee. Subd.: 3. LICENSE LIMITATION No mdre than three pawnbroker licensed businesses shall be p...e~mitted by the City at any one time. Priority shall be given to qualified applicants for renewal of existin~ licenses. Section 7.13.03 is amended to provide as follows: 7.13 .i03 APPLICATION PROCEDUR~ AND I/~STI~ATION SubdiVision 1. FIL~ OF APPLICATIQN Every applicant for a license to maintain, operate or conduct a Pawnbroker shop or Secondhand Goods Dealer shop shat~ file a completed application under oath with the City i'upon a form provided by the Administrator and pay a no~-refundable application fee in an amount set by Council resolution and the investigation fee described belo~. The application, once accepted, shall be referred to th~ City Police Department for investigation. Copies of th~s application shall be forwarded to such other City departments as the Council shall deem appropriate for investigation of the facts set forth in the application. The Chief of Police and such other department heads shall make !a written recommendation to the Council as to the issuance or non-issuance of the license. Subd. 2. ~ONTENTS,.OF,A~.PLICATION The icompleted application form shall contain information indicated on said form, including: all Name, place of birth, date of birth, and street =esidence of the applicant.
