P.7/~ Has been convicted of any crime directly related to the occupation licensed as prescribed by Minnesota Statutes §364.03, subd. 2, and who has not shown competent evidence of sufficient rehabilitation and present fitness to perform the duties of a pawnbroker or a secondhand goods dealer as prescribed by Minnesota Statutes, §364.03, subd. 3; Is not a citizen of the United Sates or a resident alien; do 4. Is not of good moral character or repute. The following locations shall be ineligible for a ~license under this Section: Any property on which taxes, assessments, or other financial claims of the State, County, School District, or City are due, delinquent or unpaid. In the event a sui~ has been commenced under Minnesota Statutes §278.01- 278.03, questioning the amount or validity of said taxes, the Council may on application waive strict compliance with this provision; no waiver may be granted, however, for taxes or any portion thereof which remain unpaid for a period exceeding one (1) year after becoming due. If the property on which the business is to be conducted is owned by a person who is ineligible for a license under any of the requirements of this Section, except that a property owner who is a minor or who has been convicted of a crime, other than a crime involving theft, shall not make the premises ineligible under this subsection. D. Section 7.13.06 "Holding of Property" is amended to provide as followS: 7.13.,06 ~OLDING QF PROPERTY In t~e event the Chief of Police, or any member of the City iPolice force designated by the Chief of Police, notifies any licensee not to sell any property received on d~osi~ or purchased by the licensee, or not to permit the game to be redeemed, the licensee shall.not sell nor permit such property to be redeemed until Such property is r~leased in writing by the Chief of Police, or designate.
