§ 4.40~ . Water and Sewer Vtillties 4.40£0 Opening Hydrants. No person, except authorized City employees or a member of the Fire Department in case of fire, shall be allowed to open any fire hydrant in the water system for any purpose whatsoever, without first securing 4.40,2:1 Vamances. The Council may permit variances from the strict appliance of any of the provisions of this section if it is satisfied that there are special;Circ~,mstances or conditions affecting the premises for which the variance · is requested and that the granting of such variance will not materially affect advers61y health, safety' or general welfare or public or private property.
