Storm Sewer improvement distrlcts, pUrs-~nt to Minnesota Statutes Chal~ter 444 the Council shall from time to time by separate ordinance establish storm sewer improvement districts to pay for the cost of needed storm sewer improvements. Sub& 4. Required improvements. If the City determines that a proposed plat;may create immediate off-site storm water problems unless off-site storm drainaffe improvements are constructed, the City may refuse to approve the plat until a ~torm drainage improvement district has been established and the appropriate off-site sewer improvements have been funded and constructed.
