Absent: Commissioner Holland. <br /> <br />Case #6: R{quest for Preliminary Plat Approval of Willow Ridge; Case of <br /> G.~ry Gotham <br /> <br />Zoning Adminis~ator Frolik advised that Gary Gorham is requesting preliminary plat approval of <br />Willow Ridge lo~,atcd on the east side of Highway #47 at about 149th Avenue. The plat consists <br />of 1 g acres proposed to be platted into 35 single family residential lots served by municipal water <br />and sanitary sewer. <br /> <br />Applicant Gary Oorham addressed the drainage concerns raised at the public hearing on this <br />matter. He expl~ned that the positive overflow will be to the north of this development which <br />should help allcv~, t~ the problem area discussed which is south of the plat. He encouraged reliance <br />on the regulator~ agencies involved that advise in these matters. Referencing the possible <br />elimination of a~¢ss to Highway ~-47 at 152nd, he stressed the need to address thc safety issue <br />involved. <br /> <br /> The Planning Co ~aission discussed the drainage concerns of the resident who spoke at the public <br /> hearing on this m~,~ tter. <br /> Commissioner D~emer suggested monitoring the Ordinary High Water (OHW) to address this. <br /> <br /> Commissioner Hendriksen stated that land is being converted from a more useable grade of <br /> wetland to a less useable wetland, and he finds this inappropriate. <br /> <br /> Commissioner D~emer replied that it has been documented that part of this resident's land is below <br /> the OHW, and th~-re is nothing that can be done about it. <br /> <br /> The Planning Commission directed City Engineer Jankowski to research whether the drainage <br /> system ouffall fr_~m the wetland system constructed as a part of the Amber Ridge subdivision is <br /> functioning properly. <br /> <br />Motion by Cornn~ssioner LaDue and seconded by Commissioner Deemer to recommend that City <br />Council grant preliminary plat approval to Willow Pddge subject to City Staff Review letter of <br />February 1, 1995. <br /> <br />Motion carried. ~oting Yes: Chairperson Bawden, Commissioners LaDue, Deemer, Hendriksen, <br />Terry, and Thoru~l. Absent: Commissioner Holland. <br /> <br />Case g7: R~quest to Rezone Certain Property from R-3 Urban Residential to <br /> R!i Urban Residential; Case of Gary Gotham <br />Zoning Adminis~tor Frolik advised that the subject property (proposed plat of Willow Pddge) is <br />currently zoned 8-3 Urban Residential for multi-~mily units. As Gary Gotham is in the process <br />of platting Willo~ Ridge to be developed in its entirety with single family homes, rezoning the <br />property to R-1 Urban Residential is required. <br /> <br />The Planmng Comrmsszon proceeded to review the Findings of Fact. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner LaDue to ~mend #8 and g9 in <br />the aff'u-mative a~d recommend that City Council adopt the amended Findings of Fact relating to a <br />request from Ga~j Gorham to rezone certain property from R-3 Urban Residential to R-1 Urban <br /> <br />Residential. <br /> <br />Planning Commission/February 7, 1995 <br />Page 8 of 11 Iq5 <br /> <br /> <br />
