We offer the following comments: <br /> <br />Zoning; The subject property, which is a part of Rum River Hills, is zoned Planned Unit <br />Development (PUD). The PUD was approved in I984 for the development of single <br />family homes and a public golf course. The proposed townhouse site was conceptually <br />approved in 1984 for the development of 30-40 multi-family units at the time municipal <br />water and sanitary.sewer become available to the property. The townhouse site is also <br />located in the Rural Transition District which restricts densities to 4 units in 40 acres. At <br />the developer's request and after a considerable amount of discussion, the City has agreed <br />to deviate from the requirement for city utilities and the 4 in 40 density rule. The decision <br />was based on the City's desire to bring closure to the development of the PUD and provide <br />for a more compatible housing density adjacent to the single family homes. <br /> <br />Density: The approved preliminary plat consists of approximately 4.65 acres to be <br />developed with 12 townhouse units. The reduction from the conceptually approved 30 <br />units to 12 units for the multi-famiy portion of the PUD, results in an overall density in the <br />P.U.D. of 1 unit per 4.5 acres, which is comparable to a similar PUD in Ramsey. <br /> <br />Aqcess to Plat and Streets: The townhouse units will be served by a private road that will <br />receive access off of Iodine Street N.W. A private road was considered to be acceptable to <br />the City at the time of preliminary plat approval. <br /> <br />Wetlands: The National Wetland Inventory map identifies a wetland adjacent to the pond <br />located along the northeast boundary of the site. The proposed buiding pads are located a <br />minimum of 3.5 feet above the apparent wetland elevation, which should be sufficient to <br />avoid any encroachment into the wetland. <br /> <br />Soils: Soils within the area can vary greatly within short distances. The SCS soils map <br />indicates that both Dalbo and Dickman soils might be expected., Dickman soils consist of <br />sandy loams having slight limitations for soil absorption fields and dwellings with <br />basements. Datbo soils include silty loams and silty clay loams which have severe <br />limitations for soil absorption fields and moderate limitations for foundations.-A detailed <br />septic system design prepared by a registered professional engineer has been submitted. <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />I <br />1 <br />I <br />I <br />I <br />I <br />I <br /> <br /> <br />
