Co~ mcilmember <br /> <br />RESOLUTION <br />TOWNHOMES <br /> <br /> introduced the following resolution and moved for its adoption: <br /> <br /> RESOLUTION <br /> <br />GRANTING FINAL PLAT APPROVAL OF. RUM RIVER HILLS <br /> <br /> ~ WHEREAS, Wilber F. Dom :Yr. and Thomas W. Anderson, hereafter referred to as <br /> "Developers", have properly applied for plat approval of the following described property located <br /> in ~e City of Ramsey: <br /> : <br /> i Lot t, Block 2 and Outlot C, Rum River Hills, Anoka County, Minnesota. <br /> <br /> (. WHEREAS, On April 6, 1993, the Planning Commission reviewed a sketch plan for <br />R~m River Hills Townhomes and recommended City Council approval of the sketch plan <br />c6ntingent upon the Developers accomplishing a number of items that would alleviate the City's <br />c6ncem with the proposal to develop urban type density units in the absence of sanitary sewer and <br />m~nicipal water, and <br /> <br /> : WHEREAS, On December 7, t993, the Developers approached the Planning <br />C6mmission and reported compliance with all of the sketch plan contingencies with the exception <br />o~a written favorable review from Metro Council. The Planning Commission recommended that <br />Ci_ty Council grant sketch plan approval to Rum River Hills Townhomes in the absence of a <br />favorable review from Metro Council; and <br /> <br /> } WHEREAS, .On March 8, 1994, the City Council tabled the request for sketch plan <br />approval and directed City Staff to develop criteria to be used in reviewing proposals that deviate <br />fi.bm the 4/40 density rule and the Comprehensive Plan for extension of public utilities; and . <br /> <br /> ~ WHEREAS, On April 26, 1994, the City Council entered into an addendum to the <br />d~velopment agreement for Rum River Hills where in the City affirmed it's commitment to develop <br />c~teria that would permit consideration of Rum River Hills Townhomes; and <br /> <br /> i~ WHEREAS, On August 2 and August 9, I994, respectively, City Staff presented the eX- <br />urban review criteria to the Planning Commission and City Council, both of which felt that the <br />re_solution was nebulous; and <br /> <br /> ~ WHEREAS, On September 1, 1994, City Staff issued a memo to City Council advising <br />thfit it would be in the Citfs best interest to deal with proposals that deviate from the 4/40 density <br />role and the Comprehensive Plan on a case by case basis; and <br /> <br /> i WHEREAS,.. ~On September 12, 1994, City Council approved the sketch plan for Rum <br />River Hills Townhomes to bring closure to the development of the P.U.D. and provide for a more <br />cCmpatible housing density adjacent to single family homes; and <br /> <br /> WHEREAS, On November 1, 1994, the Planning Commission conducted public hearing <br />r~garding the proposed preliminary plat for Rum River Hills Townhomes and recommended City <br />Council approval of same; and .. <br /> <br /> WHEREAS, On December 13, 1994, the City Council granted preliminary plat approval <br />to Rum River Hills Townhomes for the development of 12 units to be served by a private road and <br />On-site septic and well, and park dedication to consist of a cash payment. <br /> <br /> ! <br /> I <br /> ! <br /> I' <br /> I <br /> I <br /> I <br /> <br />I' <br />I <br />I <br />I <br />I <br />I <br />! <br />I <br />I <br />I <br />I <br /> <br /> <br />
