The wetland in the southern portion of the plat has been delineated and it appears that construction <br />oSthe road in that area can occur without disturbing the wetland. The City Engineer has requested <br />that copies of the delineation worksheet be submitted to the City. <br /> <br />Afl outlet is also proposed onto Hwy. 4/47. In exchange for this outlet, Mn/DOT may require <br />closing one of the accesses on the west side of Hwy. 4/47 in the same vicinity. It is Staff's <br />understanding that the developer has initiated an access permit application at Mn/DOT. <br /> <br />Ti~e drainage plan submitted provides outlets for an existing pond and a natural low depression on <br />th~ eastern boundary of the plat which currently have no outlet. The drainage from this area will <br />ultimately discharge to Protected Wetland 4/659, which was provided with an outlet to the Rum <br />RiVer as a part of the Amber Ridge development. Calculations have been submitted which show <br />thht a 10 year storm would create a four inch bounce on Wetland//659 and a ten inch bounce from <br />a i00 year storm. The bounce would disipate from discharge through the outlet over a period of <br />tWo to three days. <br /> <br />The developer needs to supply the City with a Tree Preservation and Planting Plan as an addendum <br />to:the Grading Plan. <br /> <br />The Planning Commission conducted a public hearing regarding the proposed plat on February 7, <br />195. There were comments submitted that objected to the closing of one of the accesses on the <br />w~st side of//47 and concern was expressed that the development would intensify existing <br />~inage problems in the area. It was noted that several properties south of 150th Lane N.W. have <br />back yards which have portions below the ordinary high water of Wetland #659. While the <br />existing drainage system should control the elevation of the wetland at an elevation of 956.3, a <br />review of water levels taken at the outflow in June of 1994 after a heavy rainfall shows that no <br />w~ter was moving at a water elevation of 0.2 inches higher than the outflow elevation.
