We have also received the
Preliminary Plat Grading Plan consisting of one (1) sheet, also prepared by Hakanson Anderson
Associates, Inc., dated January 18, 1995. We offer the following comments:
5;

General .and Zoning: The subject property is approximately 18 acres in size and is zoned
R-3 Urban Residential. It is necessm7 to rezone the property to R-1 Urban Residential and
the developer has made application at the City accordingly. At the time of sketch plan
review, the subject property was not within the Municipal Urban Service Area (MUSA).
The Metropolitan Council has recently approved the City's request for a MUSA expansion
and as a result, the subject property is now in the MUSA.

.Lq.t .Sizes and Dimensions: The minimum lot width in the R-1 Urban Residential District is
80 feet, or 90 feet on comer lots, and the minimum lot area is 10,800 square feet. All of
the lots in the plat meet the area requirement and the lot width requirement is met at either
the road frontage or the building setback line. The structure setback from Hwy. g47 is 110
feet from the centerline or 50 feet from the right-of-way line, whichever is greater. The
preliminary plat reflects that all lots adjacent to Hwy.#47 will be able to meet the structure
setback from thoroughfare requirement.

It is noted that the 'configuration of Lot 5, Block I is somewhat inconsistent with the
remainder of the lots. The developer may wish to plat the north part of this lot into a
triangular shaped outlot for future development when the property to the north develops.

Access to Lots: Ail lots in the plat would be accessed by interior streets and no lots will
have direct access onto Hwy. #47.

Wetlands: There is a wetland in the south end of the plat which has been delineated.
Copies of the delineation worksheet should be submitted for documentation in the project
file.

Streets: City Staff is recommending that the entirety of the no'.r~h/south street be named
Cobalt and the entirety of the east/west street be named Barium. Streets have been platted
to property boundaries to accommodate future extension of streets and development to the
north. The plat has been designed with a through street from Gorham's Sandy Acres to the
east. In accordance with Staff's requirements at the time of sketch plan review, the wetland

I
I
!
I
I
i
i
I
I
I
I
I
