CASE #3

I
I

HAZARDOUS MATERIALS RESPONSE TEAM
By: Dean Kapler, Fire Chief

Background:

he State of Minnesota is now implementing a state-wide hazardous materials emergency
~esponse program, pursuant to legislation enacted in 1990. The State will contract with
~xisting public and private emergency response agencies to provide the service. Funding is
~om annual legislature appropriations; offsetting revenue is from annual fees paid to the
State Emergency Response Commission by fixed facilities, and to the Department of
Transportation by transporters. The current appropriation is $1.2 million.

]~esnonse Teams
~ -
?
Re State has been divided into five regions, each of which will have a "Regional Response
Team". Within each region ~ be one or more "Strategic Chemical Assessment Teams"
(SCAT) which responds to an incident within thek service area, consult with local
authorities, decide ff the Regional Team must respond, and support mitigation actions. Our
~urrent hazmat program fits the Strategic Chemical Assessment Team role. If we submit a
Proposal, we must define the "primary service area" we'd respond within.

Team Composition
he SCAT team which responds to an incident must be a minimum of three fire fighters;
~ne wained at the Specialist level (highest level) and two at the Technician level (second
5ighest). Ramsey Fire Fighters are currently trained to Operations level. Additional
~ning would be required to reach Technical or Specialist level.

Compensation and Insurance

State Workers Compensation covers the SCAT members when they leave their "geographic
~urisdiction" which we understand to mean the city limits. Similarly, the State covers all
liability cIaims via indemnification of the bidding agency. We would need our insurance
~dviser to review the State's indemnity program. All labor costs fox' training,
~dministradon and response to an incident are paid by the State.

. :~_uipment and Vghictes

~e State may supply the team with a broad assormaent of equipment and supplies. The
Program would receive $40,000 annualty to pay this expense.
Timetable

~eadline for submission of proposals is 2:00 p.m., Friday, February 3, 1995. I would
like to contact Chuck McKusick, Fridley Fire Chief, to inform him that Ramsey will
participate.

Contract Term
The initial contract term is two years. The contract may be extended annually by the parties
for one year periods, up to a total of three additional years. The total contract term may not
exceed five years,

I
I
I
I
I
I
I
I
I
I 'i~

I
I
I
I
I
I

I
