Case #3: <br /> <br />Request for Sketch Plan Review of Putter's Field, a Minor <br />Subdivision; Case of Rich Kerner <br /> <br /> Zoning Administrator Frolik advised that Mr. Rich Kemer is requesting a minor subdivision to <br /> rec_I,~ssify Ouflot B, Brook View Estates from an ouflot to a buildable lot and block. She advised <br /> tha~ there is very little historical data available regarding why this parcel was platted as an outlot. <br /> Al~ough there are some wetlands on the parcel, there should be a sufficient amount of high <br /> gr~nd to accommodate a building pad and on-site services. Ms. Frolik noted the lot receives <br /> access from 170th Lane N.W. She also advised that City Staff recommends the applicant be <br /> required to contribute towards past street construction and street sealcoating assessments. <br /> <br /> Ctmmissioner Deemer inquired if there was a formula as to how this will be assessed. <br /> <br /> ~. Frolik stated yes, and added that Mr. Kemer is aware of the assessment. <br /> <br /> C~mmissioner Deemer suggested that this assessment be earmarked for future maintenance costs <br /> off 170th Lane to write down the total cost of the next project. <br /> <br /> Motion by Commissioner Deemer and seconded by Commissioner Terry to accept the sketch plan <br /> for Putters Field and recommend that City Council approve the final plat. <br /> <br /> Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Terry, Hendriksen, <br /> ~aDue, and Thorud. Voting No: None. Absent: Commissioner Holland. <br /> Case #4: Request for Sketch Plan Review of Northfork Moors Addition; a <br /> ~ Minor Subdivision; Case of North Fork, Inc. <br /> <br />~ning Administrator Frolik stated that North Fork, Inc. is requesting a minor subdivision to <br />!~roperly identify and plat property that is to be conveyed to the homeowners association and the <br />!City of Ramsey. She explained that Whispering Pines is located just to the east of the proposed <br />~lat, and several years ago a home was built on a drainage easement that traversed Lot 3, Block 5. <br />:A replacement drainage system was subsequently installed. The piping followed a route that <br />i~encroached on Northfork P.U.D. in the area of what is now being platted. An easement was given <br />~to the City for the drainage system. Staff is recommending the Northfork Moors plat be expanded <br />~to include the unplatted remnants in the northeast, northwest, southeast and southwest comers of <br />~the proposed sketch plan, thereby eliminating those awkward remnant outlots and reclassify them <br />as outlots of Northfork Moors for future development. Additionally, the location of the drainage <br />system from Whispering Pines could be located and properly platted as drainage and utility <br />easement. <br /> <br />Dennis Peck, Director of Development for North Fork, Inc., stated he has no problem with <br />extending the boundaries of the plat. He addressed the drainage easement and agreed to include the <br />cLminage and utility easements from Whispering Pines into Northfork. <br /> <br />Commissioner Hendriksen indicated there is a small section of north-south trail corridor omitted in <br />the most southeasterly point of the plat. It was also noted that the Comprehensive Parks and Trails <br />Map on display in Council Chambers omits this same north-south mil connection on the south side <br />of Lake Itasca. : <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Hendriksen to accept the sketch <br />plan for Northfork Moors contingent upon compliance with the City Staff Review letter dated <br />February 1, 1995, noting the errors in the Trail Plan as discussed, and recommend that City <br />Council approve the final plat. <br /> <br />Planning Commission/February 7, 1995 <br /> Page 4 of 11 <br /> <br /> <br />
