Case #3: Request for Sketch Plan Review of Putter's Field, a Minor Subdivision; Case of Rich Kerner Zoning Administrator Frolik advised that Mr. Rich Kemer is requesting a minor subdivision to rec_I,~ssify Ouflot B, Brook View Estates from an ouflot to a buildable lot and block. She advised tha~ there is very little historical data available regarding why this parcel was platted as an outlot. Al~ough there are some wetlands on the parcel, there should be a sufficient amount of high gr~nd to accommodate a building pad and on-site services. Ms. Frolik noted the lot receives access from 170th Lane N.W. She also advised that City Staff recommends the applicant be required to contribute towards past street construction and street sealcoating assessments. Ctmmissioner Deemer inquired if there was a formula as to how this will be assessed. ~. Frolik stated yes, and added that Mr. Kemer is aware of the assessment. C~mmissioner Deemer suggested that this assessment be earmarked for future maintenance costs off 170th Lane to write down the total cost of the next project. Motion by Commissioner Deemer and seconded by Commissioner Terry to accept the sketch plan for Putters Field and recommend that City Council approve the final plat. Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Terry, Hendriksen, ~aDue, and Thorud. Voting No: None. Absent: Commissioner Holland. Case #4: Request for Sketch Plan Review of Northfork Moors Addition; a ~ Minor Subdivision; Case of North Fork, Inc. ~ning Administrator Frolik stated that North Fork, Inc. is requesting a minor subdivision to !~roperly identify and plat property that is to be conveyed to the homeowners association and the !City of Ramsey. She explained that Whispering Pines is located just to the east of the proposed ~lat, and several years ago a home was built on a drainage easement that traversed Lot 3, Block 5. :A replacement drainage system was subsequently installed. The piping followed a route that i~encroached on Northfork P.U.D. in the area of what is now being platted. An easement was given ~to the City for the drainage system. Staff is recommending the Northfork Moors plat be expanded ~to include the unplatted remnants in the northeast, northwest, southeast and southwest comers of ~the proposed sketch plan, thereby eliminating those awkward remnant outlots and reclassify them as outlots of Northfork Moors for future development. Additionally, the location of the drainage system from Whispering Pines could be located and properly platted as drainage and utility easement. Dennis Peck, Director of Development for North Fork, Inc., stated he has no problem with extending the boundaries of the plat. He addressed the drainage easement and agreed to include the cLminage and utility easements from Whispering Pines into Northfork. Commissioner Hendriksen indicated there is a small section of north-south trail corridor omitted in the most southeasterly point of the plat. It was also noted that the Comprehensive Parks and Trails Map on display in Council Chambers omits this same north-south mil connection on the south side of Lake Itasca. : Motion by Commissioner Deemer and seconded by Commissioner Hendriksen to accept the sketch plan for Northfork Moors contingent upon compliance with the City Staff Review letter dated February 1, 1995, noting the errors in the Trail Plan as discussed, and recommend that City Council approve the final plat.
