Background: <br /> <br />The feasibility stray for this project was requested by the City Council at their February 14, 1995 <br />meeting. At the February 14, 1995 <br />nell directed the City to proceed with this project under Minnesota State Statutes <br />er this statute, the City will be required to conduct a public hearing notifying all <br />inage district. <br /> <br />Existing Conditions: <br /> <br />A natural low lying area, which is identified as Exhibit A of Appendix A, has the potential to affect <br />several outbuildings adjacent to this oxbow wetland and DNR Protected Wetland 659W, the large <br />wetland south offl53rd/155th Avenue N.W. In addition to these outbuildings, the wetland <br />elevation in 19941exceeded the ordinary high water elevation designated by the Department of <br />Natural Resources by one foot, which contributed to flooded road conditions on 153rd/155th <br />Avenue N.W. du~ng the spring of the year. Wetland 659 had at one time in the past been <br />provided with an Outlet to County Ditch #3 by a privately-constructed drainage ditch. County <br />Ditch #3 in turn flows eastward and ultimately empties into the Rum River. This privately- <br />constructed drainage ditch had lost its effectiveness over a period of time due to a combination of <br />factors, including ~he construction of non-culverted roadways, construction of private ponds, and <br />lack of maintenanci~ of the ditch itself. <br /> <br />The area was to ha..¥e had minor drainage improvements in 1989 in conjunction with the surfacing <br />of 156th Avenue bl.W. The scope of these 1989 improvements are described in the feasibility <br />study prepared by ~akanson-Anderson dated February, 1989, which is included as Appendix A. <br />The proposed culiert illustrated in Exhibit B of Appendix A had been installed, however, the <br />minor grading refe~trenced in the report did not occur. In addition, 153rd/155th Avenue N.W. was <br />constructed in 1990 through the area. This roadway was provided with culverts to facilitate the <br />natural drainage. <br /> <br />During 1994, this, situation was again brought to the City's attention and in anticipation of <br />resolving this problem, the City has had the low lying area surveyed and a drainage plat prepared <br />to facilitate obtaini~ag drainage easements rights for a future drainage project. Such a project will <br />require environmefital permits which will not be obtainable until the City's comprehensive storm <br />drainage plan is u~dated. However, permission has been obtained to allow the scope of the <br />drainage project authorized in 1989 to occur. <br /> <br />Description of Improvements: <br /> <br />The project propos{gt would be in keeping with the 1989 goal of removing existing impediments to <br />free flowing drain/~ge at an elevation above 868.2 feet.
