It it anticipated, based upon conversations with property owner, that permission will be obtained <br />to Perform the improvements described above. However, this project proposes the use of eminent <br />dofnain, if necessary, to gain access to four parcels necessary to facilitate the improvement. A <br />budget of $5,000 is recommended to address this contigency. If these dollars are not required for <br />e~nent domain proceedings, they will be utilized to obtain negotiated easements fights from <br />fourteen properties identified in the drainage plat easement. This amount would be sufficient to <br />obtain all easements at a rate of $1,000 per acre, the proposed unit price offering. <br /> <br />Estimated Costs: <br /> <br />The estimated costs are listed in Table 1 below and also include the costs incurred to date related to <br />this project. These costs include: the lowering of a culvert on 156th Avenue N.W. in December of <br />1994, the survey work for the preparation of a drainage easement plat, and application fees for <br />en~?ironmental permit reviews. All of the costs listed in Table 1 are intended to be assessed against <br />th~ properties located in the Rum River Drainage District. <br /> <br />Inaddition to the direct project costs shown in Table 1, the project will also incur overhead costs. <br />The overhead costs for the project are estimated to be 30% of the total cost of the project. The <br />overhead costs may include engineering, construction, staking, inspection, fiscal, legal, <br />a~nistrative and contingency costs. The breakdown of these costs are as follows: <br /> <br />Engineering 10% <br />Staking and inspection 7% <br />Fiscal and legal 3% <br />Administration 5% <br />Contingencies 5% <br /> <br />TABLE 1 <br />Project Costs <br /> <br />I~wering of culvert on 156th Ave (Dec, 1994) $3,000 <br />Survey work/preparation of drainage easement plat $5,000 <br />LRRWMO Permit application fee $500 <br />~oposed culvert and grading improvements described above $8,000 <br />Easement Acquisition $5,000 <br />~ Total $21,500 <br /> <br />~nancing: <br /> <br />The City is proposing to assess the costs of the project against the Rum River Drainage District. <br />This district, as shown in Appendix B, covers approximately two-thirds of the City. This area is <br />b~ased upon the drainage patterns for the City. Listed in Table 2 is a summary of the financing <br />sources and costs for the project. <br /> <br /> <br />
