II. <br /> <br />~IgTING CONDITIONS <br /> <br />In revi&w of aerial photographs of the area, they.show that <br />the area approximately 500 feet east of Ramsey Boulevard and <br />adjacent to !56th Avenue drained southeasterly to the wetland <br />(656W) lying between Hematite Street and Ramsey Boulevard. <br />PhOtographs show an existing ditch draining to the northeast <br />Ir~m the wetland crossing !56~h Avenue at Hematite S~reet and <br />continuing to County Ditch No. 66 and 3. County Ditch No. 66 <br />and 3 flows easterly to the Rum ~iver. A location of the <br />wetland and existing ditches are shown on Exhibit A. <br /> <br />Ove~ the past several years, the City has received complaints <br />about the blockage of the drainage by the const_--uc~ion of <br />!56th Avenue N.W. To alleviate the blockage of sto_~m water <br />.~unoff by !$6th Avenue N.W., the City installed two culverts <br />under !56th Avenue N.W. One cu!ver+~ was installed to the west <br />of ~ematite Street and the over approximately 500 feet east <br />of Ramsey Boulevard as shown on Ey~.ibit A. However, the <br />installation of the cu!ver~s did not provide an outlet for the <br />are~ lying adjacent to !56th Avenue and apprcximate!y 500 feet <br />eas~ of Ramsey Boulevard due to blockage south of !56th Avenue <br /> <br /> <br />
