At the
recommendation of Ramsey staff, the owners of these
residential lots were notified of proposed Alternate
4 in writing by AMUon February 6, 1995 and Ramsey
staff and AMU staff have answered their questions
and concerns.

4. Future development in Ramsey would be enhanced
.becauseI

a. The alignment is a straight north - south
alignment along quarter section lines,

b.~ The alignment is over property that has
less development potential because it is
adjacent to the landfill and crosses lower
land, and

c. The alignment is shorter.

5. EnVironmental and esthetic concerns are
minimized because Alternate 4 is approximately 1/2
mile shorter than Alternate~3.

6. LoWer right of way and construction costs will
help kelp rates charged to Ramsey residents by AMU
low.

In view of the general language regarding the transmission
line alignmeht contained in the November Resolution, AMU does
not believe ~odification of the November Resolution is
required to pursue Alternate 4. However I understand that it
is your preference to submit this matter to the Ramsey City
Council and ~herefore AMU respectfully requests that Ramsey
amend Resolution No. 94-11-251 to add Alternate 4 as an
additional a~proved route for the new transmission line. It
is important~ to retain Alternate 3 as an option since
technical problems relating to the landfill may ultimately
prohibit thei use of Alternate 4, and our construction schedule
may not per,it time for you to schedule this matter for your
Council consideration after the technical issues are resolved.

We would appreciate your Council's consideration of this
request at i~s March 14, 1995 meeting.
