The plat consists of 18 acres proposed to be final platted into 33 single family <br />residential lots s~rved by municipal water and sanitary sewer. <br />The following it~ms are enclosed for your information: <br /> <br /> a) Site location map <br /> b) t~oposed final plat <br /> c) C~_ty Staff review letter dated March 22, 1995 <br /> d) L~tter from Mn/DOT dated March 20, 1995 <br /> e) l:~o~ posed resolution for fmal plat approval <br /> f) Proposed development agreement <br /> <br />Observations: ~ <br />On February 8, ~.994, Mr. Gotham submitted an application for subdivision approval and the <br />proposed sketch ~lan for Willow Ridge. <br />After several months of exploring options for through streets .north to 153rd and Mn/DOTs <br />response to anot~r access onto Hwy. g47, the sketch plan received the approval of the Planning <br />Commission on August 2, 1994. <br /> <br />On August 11, 19P4, the Park and Recreation Commission recommended requiring cash to fulfill <br />park dedication requirements. <br /> <br />On January 17, 1995, the City received the developers proposed preliminary plat for approval. <br /> <br />On February 7, th~ Planning Commission conducted a public hearing regard!ng the preliminary <br />plat. There wereicomments submitted that objected to Mn/DOT's suggesuon that one of the <br />accesses on the west side of #47 be closed in lieu of an additional access onto g47 from Willow <br />Ridge. Concern Was also expressed that the development would intensify existing drainage <br />problems in the ar~a. It was noted that several properties south of 150th Lane N.W. have back <br />yards which have Portions below the ordinary high water of Wetland #659. While the existing <br />drainage system sllould control the elevation of the wetland at an elevation of 956.3, a review of <br />water levels taken!at the outflow in June of 1994 after a heavy rainfall shows that no water was <br />moving at a water ~levation of 0.2 inches higher than the outflow elevation. This would suggest <br />that sediment may ~have accumulated in this storm line from the recent home construction. The <br />existing line has be~n scheduled for cleaning to remedy this problem. <br /> <br />On February 28, citY Council granted'preliminary plat approval to Willow Ridge. <br /> <br />The property has bqen rezoned from R-3 Urban Residential to R-1Urban Residential to facilitate <br />development of thc Property with single family lots. <br /> <br />/¥7 <br /> <br /> <br />
