Streets have been platted to property <br /> bo~mdaries to accommodate future extension of streets and development to <br /> thy north. The plat has been designed with a through street from Gorham's <br /> S~dy Acres to the east. <br /> <br /> Bari'urn Street exceeds the 600 foot maximum length for dead-end streets; <br /> however, this was approved at the preliminary plat stage and is to be <br /> cor~sidered a temporary situation until the property to the north develops. <br /> <br />B .a~i'um Street has been proposed wlth an outlet onto Hwy. #47. In <br />accordance with comments from Mn/DOT, the closing of of the access north <br />o.f ~52nd on the west side of Hwy. ~47 will be pursued in conjunction with <br />the;new outlet onto Hwy. ~7 as a result of the development of WiLlow <br />Ridge. It is Staffs understanding that the developer has applied to Mn/DOT <br />for t~ fight of access permit. Also in accordance with preliminary comments <br />frO~a Mn/DOT, the developer is proposing, to dedicate 50 feet of right-of- <br />wa~ from the centerline of Hwy. #47. <br /> <br />Dra!nage: A drainage and grading plan dated January 17, 1995 has been <br />prepared by Ross Abel P.E. and approved by the City Engineer. -The- <br />drainage from the plat will be transmitted to protected wetland #659, which <br />had~m outlet constructed in conjunction with the Amber Ridge subdivision <br />development. The outlet structure located on Xkimo Street approximately <br />100'.feet north of 149th Avenue N.W. should be modified to allow for a <br />grea~er discharge capacity under low head conditions. Plans for this <br />revision should be submitted to the City Engineer for review. <br /> <br />The Standard drainage and utility easements around the perimeter of each of <br />the l~ts has been provided and ali wetland areas have been designated as <br />drair~age easements. <br /> <br />Uuh.t~es: The developer is proposing to install the public improvements <br />(streets, storm sewer, sewer and water) with no financial participation on <br />the p~trt of the City. <br /> <br /> p~k Dedication: .In accordance with the recommendations of the Park and <br /> Recreation Commission at the time of sketch plan review, park dedication <br /> will qonsist of a cash payment in the amount of $800.00 per lot. <br /> <br />peOe~.trian Transportation Route: The final plat provides for the required <br />.pedestrian transportation route along Hwy. #47 at a paving width of 10 feet. <br />Sinc~ this trail is considered transportational in nature, it is not park <br />dedic.fltion eligible. The developer has provided a 40 foot fight-of-way for <br />const/ucfion of a trail and screening berm. The berm should be 7 feet above <br />trail s :.~a, ce and be forested.
