Absent: Commissioner Thorud. <br /> <br /> ase #4: Proposed Regulations for Accessory Apartments <br /> <br />lan City Engineer Jankow.ski ~tated that subsequent to a public hearing in February, City Staff and <br /> City Council have rece~vedtnumemus calls in opposition to an ordinance for accessory apartments, <br /> d these individuals were ~told that this would be reviewed at tonight's meeting. . <br /> <br />ITim' Reimann, 14200 W~co Street N.W., stated that he opposed such an ordinance. He <br />commented that the City ~a~ready has an ordinance for apartments, and there have been problems <br />associated with. those ap ,ar~ments. Now he is concerned that the City is trying to put apartments <br />among single family home[, bringing those problems into single family residential neighborhoods. <br /> Chairperson Bawden agre~ that he fears the City is making trouble for itself. He did not feel that <br /> the City needs to make aff~prdable housing in the R-1 Residential District when that is achieved in <br /> the R-3 Residential Distrie~ <br /> Mr. Reimann stated tha~ many people find Ramsey favorable because of its isolation. He <br /> suggested that if such an d, rdinance were to be passed there should be a limit as to the total number <br /> allowed in the city at any given time. <br /> <br /> Commissioner Hendrikser} reminded the Commission that there are provisions'in the City Code for <br /> duplexes. He felt that'if circumstances arise that would require allowing for this, then they should <br /> be addressed on a ease byicase basis because it is too difficult to try and provide for every situation <br /> in an ordinance. <br /> <br />Mr. Reimann viewed thi~ as allowing for people to come into the community who don't have as <br />big a stake as the other re.~idents. <br /> <br />Commissioner Deemer st{~ted he would like to see a minimum lot size addressed in the ordinance. <br /> <br />Commissioner Hendrikse~ disclosed that State law provides that up to six unrelated people can live <br />in a house He queried ~hether the structural changes would have to be taken out if a new owner, <br />upon buying an existing .nome with an accessory apartment, decides not to apply for a permit. He <br />also wondered if. some o[ the homes in Northfork, having a wet bar along with a refrigerator and <br />stove, are going to be covisidered accessory apartments and be required to comply. <br /> 5 <br />Motion by Commissiorier Hendfiksen and seconded by Commissioner Terry to forward the <br />proposed ordinance fdr accessory apartments to City Council along with the Planning <br />Commission's recommeddafion against it. <br />Motion carded. Voting!Yes: Chairperson Bawden, Commissioners Hendriksen, Terry, Deemer, <br />Holland, and LaDue. VOting No: None.
