Ms. FrO ~ advised Ms. Gustafson that she would have grandfather rights. Ms. GUStafson was curious as to how much it would cost someone to come in and apply for an accessory apartment permit. Ms. Frolik stated that there will be a minimum fee, but that she cannot predict an exact amount as each individual ease will be different. She added that City Council sets an annual fee each year. Commissioner Deemer added that it will be adjusted over time as the cost becomes more clear. Kurt Ferry, 14615 Waeo Street N.W. - stated that this puts an increase on the demands for City services without increasing the property tax base. He also expressed concern over the affect aecess6ry apartments will have on the valuation of neighboring homes. CheriYPloeger, 15649 Juniper Ridge Drive N.W. - expressed concern over the deterioration of neighborhoods with rental property. She stated the City does not have the police force to handle the typo~ of problems that would be brought in with rental property. She commented that she wants her neighbors to have a stake in the area and the property. Com~'ssioner Deemer advised that these properties must be owner occupied. Ms. Pioeger still felt this would be a problem, and she also expressed concern about the overcrgwded schools. She also stated she felt that this public hearing was not properly advertised. 3'udy Berldand, 8720 167th Lane N.W. - inquired how the City can enforce this ordinance so that the property will be owner-occupied. Ms. Frolik advised that because of that wording, the City will be able to enforce the ordinance or cease the rental activity.
