I I I i I I I I I I I I I I I 1 REQUEST FOR PROPOSAL FOR PROFESSIONAL ENGINEERING SERVICES SOUTItEASTERN STORMWATER MANAGEMENT STUDY CITY OF RAMSEY Scope of Work The Cit~ of Ramsey is in need of updating the stormwater management plan for the southeast portion) of the City. This area encompasses the South Central, District 43, and South Rum River Dis~ets, as described in the City's 1980 Comprehensive Storm Drainage Plan. The updated and regised stormwater management plan should consist of the following basic components: ~ · An updated land use map . · The location of wetlands within the study area · Flood lev.~ls established for all weflands/stormwater ponds · Analysis ~f various storms, including snowmelt, with reoccurrence intervals of 10 and 100 years and~stablishing lowest building floor elevation' for adjacent lands · The revie~ of the flood insurance studies for the Rum River and the Mississippi River - identify h~.mes · A base m~_p with storm sewer as-built information. This would be provided both on a hard copy and i~ elecu'onic format · A review 0f the existing drainage plan and a recommendation of proposed revisions based upon wat ~e~shed modeling .. . . . - . ' · A capital itnprovement program · · A discussion of funding alternatives for the storm sewer, improvements including a storm water, utili 'gt . ' · An ~mple~entauon section which wOUld include checklists and submittal form for developmdx~t reviews · A summarl/of permitting agency requirements . · A section mddressing the impacts of ~he Wetland ConserVation Act on the proposed drmnage plan . · A reeomOendauon for stormwater control strategies for various size commercial and industrial dgvelopments · A concise Sport presenting maps, results, and recommendations - Thirty copies of the final report shal~ be provided In addition to the t~bove elements for the defined study area, the work will also include specific problem analysis for two areas adjacent to the above described study area. The fn'st area involves an analysis of the condition of County Ditch 3, from County Road #56 to the Rum River. A ~lood routing shall be prepared for this ditch in both its existing conditions and with the reestablishhaent of a rehabilitated cross-section. The second area includes an area south of the Burlington Northern Raikoad track between County Road #83 and County Road #56. Past flooding has been experienced by several businesses on the north side of the l~ighway. A proposal for a storm sewer to remediate this problem has been proposed. The work shall include a review of this project and incorporation of the remedial project in the Capital ImprOvement Program. I I /gq
