Motion by Councilmember Beyer and seconded by Councilmember Beahen to recommend that!City Council increase the wages of Police Chief Auspos to $59,701, as was discussed at ~ fn'st meeting in January. Ca~e #2: 1995 Law Enforcement Labor Services Contract Cio Administrator Schroeder stated that an agreement was reached with LELS which results in a 2.8 pement increase in the top patrol rate for 1995. All other wage steps are a pe~entage of top patrol and change as a result of this change. C?ase #3: AFSCME L~ann Koskinen, Business Agent assigned to the AFSCME employees, was present to discuss the "logic" of who should be Maintenance Worker Dan Bray's supervisor. Ms. ~oskinen stated that Mr. Bray is currently assigned to Administration. There has been some indication from Mr. Merle Mevissen, Supervisor of the Public Works Department, t~at much of what Mr. Bray does is with his department. ~ayor Hardin arrived. Maintenance Worker Dan Bray stated that he has been in building maintenance for the City ~f Ramsey since 1989. From 1985, he worked part time for Mr. Mevissen in the Public ~orks Department. He reported that when he began full time employment at the City, his ~upervisor was the Finance Officer. For the last couple of years, his supervisor has been ~e Administrative Services Manager. Mr. Bray explained that he currently works for Mr. ~evissen every Tuesday and Wednesday. He assists with snow plowing every time it ~snows and he also has frequent contacts with Mr. Mevissen - approximately 15 minutes ~every morning. Mr. Bray specified that he is not requesting a change in duties or pay, but ~he feels that the Public Works Supervisor has more training and background in building [maintenance than the Finance Officer or the Administrative Services Department. He ~suggested that the departments working together will enable a sharing of equipment and ~personnel. Mr. Bray disseminated a letter from Mr. Mevissen indicating he is in agreement ~with Mr. Bray. He (Bray) noted that with the new Public Works facility, there will be !~more janitorial services needed to be done there. Councilmember Beyer stated she would like to see some other changes to the City's organizational chart also and felt it would be good to discuss that as a whole. Ms. Koskinen asked if they could be a part of the discussion so they could foresee what might happen in terms of reorganization. Councilmember Beyer perceived that request to be very fair.
