Motion by Councilmember Beyer and seconded by Councilmember Beahen to recommend <br />that!City Council increase the wages of Police Chief Auspos to $59,701, as was discussed <br />at ~ fn'st meeting in January. <br /> <br />Moiion carded. Voting Yes: Councilmembers Beyer and Beahen. Voting No: None. <br />Ab~nt: Mayor Hardin. <br /> <br />Ca~e #2: 1995 Law Enforcement Labor Services Contract <br />Cio Administrator Schroeder stated that an agreement was reached with LELS which <br />results in a 2.8 pement increase in the top patrol rate for 1995. All other wage steps are a <br />pe~entage of top patrol and change as a result of this change. <br /> <br /> M~tion by Councilmember Beyer and seconded by Councilmember Beahen to approve thc <br /> a~endment to the 1994-1995 LELS Labor Agreement, including a 2.8 percent wage <br /> increase. <br /> <br /> ? <br /> Motion carried. Voting No: None. <br /> Absent: Mayor Hardin. <br /> <br /> C?ase #3: AFSCME <br /> L~ann Koskinen, Business Agent assigned to the AFSCME employees, was present to <br /> discuss the "logic" of who should be Maintenance Worker Dan Bray's supervisor. Ms. <br /> ~oskinen stated that Mr. Bray is currently assigned to Administration. There has been <br /> some indication from Mr. Merle Mevissen, Supervisor of the Public Works Department, <br /> t~at much of what Mr. Bray does is with his department. <br /> ~ayor Hardin arrived. <br /> <br />Maintenance Worker Dan Bray stated that he has been in building maintenance for the City <br />~f Ramsey since 1989. From 1985, he worked part time for Mr. Mevissen in the Public <br />~orks Department. He reported that when he began full time employment at the City, his <br />~upervisor was the Finance Officer. For the last couple of years, his supervisor has been <br />~e Administrative Services Manager. Mr. Bray explained that he currently works for Mr. <br />~evissen every Tuesday and Wednesday. He assists with snow plowing every time it <br />~snows and he also has frequent contacts with Mr. Mevissen - approximately 15 minutes <br />~every morning. Mr. Bray specified that he is not requesting a change in duties or pay, but <br />~he feels that the Public Works Supervisor has more training and background in building <br />[maintenance than the Finance Officer or the Administrative Services Department. He <br />~suggested that the departments working together will enable a sharing of equipment and <br />~personnel. Mr. Bray disseminated a letter from Mr. Mevissen indicating he is in agreement <br />~with Mr. Bray. He (Bray) noted that with the new Public Works facility, there will be <br />!~more janitorial services needed to be done there. <br /> <br /> Councilmember Beyer stated she would like to see some other changes to the City's <br /> organizational chart also and felt it would be good to discuss that as a whole. <br /> <br />Ms. Koskinen asked if they could be a part of the discussion so they could foresee what <br />might happen in terms of reorganization. <br /> <br />Councilmember Beyer perceived that request to be very fair.
