Motion by ~-ouncilmember Peterson and seconded by Councilmember Beahen to adopt Resolution #95-02-046 providing for the issuance and sale of $2,600,000 General Obligation T~ Increment Bonds, Series 1995A. Motion carriq,d. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beahcn, Beyer and Zimmerrhan. Voting No: None. Motion by C0uncilmembcr Pctcrson and seconded by Councilmcmber Beahen to schedule a special me~ting on Tuesday, March 21, 1995 at 6:45 p.m. to award thc sale of said bonds. Motion carrie. Voting Yes: Mayor Hardin, Councilmcmbcrs Beahen, Beyer, Peterson and Zimmerrfian. Voting No: None. Ms. Hart up'ted Council on the 1995 spring events which include the Becky Weiss Memorial Bik~ Road-co, Annual Pet Clinic, Spring Recycling Day and the Environmental Expo. Motion by CCuncilmember Zimmerman and seconded by Councilmember Beyer to authorize Staff, to~, finalize scheduling of thc four annual spring events and to proceed with the planning pPocess. Motion by Cotmcilmember Zimmerman and seconded by Councilmember Beyer to adopt Resolution g95¢02-047 proclaiming April 29, 1995 as "Arbor Day" and the month of May as "Arbor Monl~h". Motion carried, i Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beyer, Beahen and Peterson. Voting No: None. Ms. Hart explained that the Finance Committee discussed the 1995 CIP Park Improvement Budget and recc~mmended approval of the ballfie, lds, fencing and electrical work for Central Park, soccer gohls/nets and bleachers for River s Bend Park and a backstop and bleachers for Rabbit Park~ It was decided that the development for Whispering Pines Park and Fox Park would be discussed further at a subsequent meeting. The monies budgeted from the Park Trust Fund{are actual dollars on hand from the various Park D~stncts wnh addmonal funding budgete2t from the Landfill Trust Fund interest earnings. Motion by Coung;ilmember Beyer and seconded by Councilmember Beahen to approve of the 1995 CIP Pa~ Improvement Budgets with revenue sources as indicated. Motion carried. Ms. Hart stated that Fire Chief Kapler had requested a mobile phone for Engine gl to allow for communications at the fire scene to be made to the State Fire Marshall's Office, Central Communications hnd others. Motion by MayOr Hardin and seconded by Councilmember Beyer to authorize the installation of the phone and the charges associated with it for the Fire Department's Engine #1.
