Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beyer, Beahen, Peterson <br /> andZimmerman. Voting No: None. <br /> <br /> Ms:Hart reported that Councilmember Beyer was unable to be present at the Finance <br /> Committee meeting and had asked that awarding the bid for the commercial turf mower be <br /> put~n hold. The Committee voted to table it until the Council meeting when all of Council <br /> could be present. <br /> <br /> Co~ncilmember Beyer expressed a concern that we have no idea what the Governor's <br /> prOPosal has in store for the City with regard to State aid. She suggested that since we do <br /> have other equipment, maybe we do not have to buy this piece of equipment right now. <br /> <br /> C°uncilmember Peterson felt that waiting another month to make this purchase will not <br /> "clear the water". He reminded Council that at the last meeting, Council approved <br /> hundreds of thousands of dollars worth of items and there was no questions then. <br /> <br /> C~uncilmember Beyer commented that that was before the Governor came out with this <br /> prbposal. <br /> <br /> C6uncilmember Peterson stated he would not be opposed to wait until March but he sees <br /> n~ reason to walt. <br /> <br /> Councilmember Zimmerman asked about the computer system. <br /> <br /> ? <br /> Ms. Hart explained that the commercial mower and the computer system are the last two <br /> idms that are major capital purchases. She stated that if Council is going to put a hold on <br /> the computer purchase also, she needs to know ahead of time as she is getting ready to <br /> s~hedule demonstrations. <br /> <br /> Councilmember Beyer stated she brought this concern up because of the Governors action; <br /> wever, if the rest of Council is not concerned, then she would be in favor of proceeding. <br /> <br /> Ms. Hart stated that she had first heard the State aid cut would be $79,000 and has now <br /> l'~eard it is more like about $64,000. <br /> <br /> Mayor Hardin stated we have known about this number range for about a month and a half <br /> and we have purchased a number of items. He felt that the City made a commitment to the <br /> _.Ramsey Youth Athletic Association and this mower would assist in addressing that <br /> ~ommitment. <br /> <br /> ~ouncilmember Zimmerman inquired if there is a plan the City could follow if State <br /> egislature cuts out all Local Government Aid. <br /> <br />~Mr. Schroeder stated that Councilmember Beyefs concern is valid; however, the City of <br />~amsey does have the ability to respond to this type of situation. <br /> <br />Councilmember Beyer agreed that the City has the ability to dip into funds but it has been <br />iCouncil's position not to dip into these funds. <br /> <br /> Councilmember Peterson stated that with contingencies, most of the funds are healthy. <br /> <br /> Councilmember Beyer stated she wanted clarification - are the dollars going to be here to do <br /> this. <br /> <br /> City Council/February 28, 1995 <br /> Pa~e 12 of 14 <br /> <br /> I <br /> I <br /> ! <br /> I <br /> ! <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />i <br />I <br />I <br /> <br /> <br />
