He included an additional <br />five applicanB for Committee perusal should they feel that more should be interviewed. He <br />inquired what process the Committee would like to follow. <br /> <br />Councilmemb_. er Beahen felt that five was a good number. <br /> <br />Mayor Hardirl stated he had not looked through the applications, but that he is comfortable <br />with five also. <br /> <br />Councilmember Beyer noted that the consensus was to grant an interview to five of the <br />applicants. <br /> <br />Consensus o~ the Committee was to conduct the interviews on Wednesday, March 22, <br />1995, beginnihg at 4:30 p.m. <br /> <br />Discussion ensued regarding calling in an outside panel to assist with the interviews. Mr. <br />Schroeder suggested having City Administrator/Personnel Director types. <br /> <br />Councilmembe~r Beyer agreed but cautioned that too many people is intimidating. <br /> <br />Consensus of the Committee was to invite a couple of extra people in the human resource <br />field. They als0 suggested that the entire Council be offered the opportunity to interview. <br /> <br />Case #3: Temporary Staffing <br /> <br />City Administrg. tor Schroeder stated that the City has started hiring the part-time summer <br />help. The position in the streets department has not yet been filled. We will have two <br />people come o~ board early in the parks as a reaction to the requests/complaints by RYAA. <br />Also budgeted (Vas two interns; Kendra Lindahl has started as of today. <br /> <br />CouncilmembeV Beyer inquired if Council doesn't have to approve of these people. <br /> <br />Mr. Schroeder replied no, the positions are approved at budget time; it's basically the same <br />each year. <br /> <br />Case #4: COPS FAST Grant <br /> <br />Police Chief Au~pos stated that Ramsey was recently notified of a preliminary approval for <br />one police officelr through the United States Department of Justice COPS FAST Program <br />(COPS). This p~ogram will provide 75 percent of the wage and benefit cost, not to exceed <br />$75,000 over a t~hree-year period, of a police officer. He explained that in Ramsey, it is <br />expected that acceptance of the funding will commit us to an expenditure of $10,088.25 <br />over the first 12 ~onths. This increases to an estimated $10,941.75 for the second year <br />and $30,386.00 ~o.r the third year. The total cost to Ramsey is estimated at $50,966. It <br />appears that only~the fa'st year of the funding is secure. Subsequent years are subject to the <br />same budget shills as any federal program. The COPS grant is requesting funding for a <br />1996 patrol officer when such was not projected within the staffing plan. However, it is <br />probable that hadiwe known at the time that the projected $40,353 cost could be reduced to <br />$10,088.25, a different decision would have been made. Chief Auspos continued that the <br />1995 officer start~ work on February 27, 1995. Hence, we experienced a budget savings <br />of approximately ~;6,700 due to this delay.
