Her last day with the City of Ramsey will bo Wednesday, April 12, 1995.' The <br />length of this notice is consistent with the personnel policies. <br /> <br />The purpose of this memorandum is to request that the position be replaced with one of equal <br />responsibility level and to provide information so that the City Council can make an informed <br />decision on this request. <br /> <br />During !990, the Finance Department consisted of five (5) full-time employees (which was the <br />peak number) as follows: <br /> <br /> Finance Officer <br /> Accounting Supervisor <br /> Accountant <br /> Accounting Clerk <br /> Clerk/Typist <br /> <br />Since that time, while the activity levels of the City have been increasing rapidly, the staffing level <br />of the Finance Department has consistently been reduced to the current complement of one part- <br />time and three full-time positions as follows: <br /> <br />Finance Officer <br />Accounting Supervisor <br />Accounting Clerk <br />Clerk/Typist (pm-time) <br /> <br /> The acCOuntant position, which went from full-time to pm-time in I992, was eliminated in 1994. <br /> This elimination was due to the individual not returning from a leave of absence and in response to <br /> a change in duties and activity levels with the out placement of utility billing. <br /> <br /> Attached as Exhibit 1, is additional analysis as it relates to "activity" levels in various areas of the <br /> Financ~ Department. This shows, the changes in activity from 1987 to 1992, and annually <br /> thereafter. This analysis also includes various financial information as it relates to annual <br /> revenues, expenditures, fund balance and retained earnings for the Governmental Fund types and <br /> the Proprietary Fund types. While there is space available to input the 1994 information, this will <br /> not be done until a draft of the Comprehensive Annual Financial Report (CAFR) is prep.ared for <br /> 1994, due to the nature of the combined information.
