This <br />consistency has allowed for a smoother flow of information through the Department and has <br />allotted thc time 4o complete and initiate financial products, such as cash flows, more detailed <br />budget document~., closer monitoring of the actual budget and future requests, and preparation of <br />the CAFR in a mare timely and useable manner, all of which are used to make major financial <br />decisions on the p~la't of the City of Rarnsey. <br /> <br />Many of these activities had been "placed on the back burner" because of staffing constraints. <br />Consistency in sta~fing and the ability of the Accounting Supervisor to oversee the daily operations <br />of the accounting~unction have allowed for the preparation and completion of several of these <br />processes and enl~ancements to the manner in which financial functions are processed in the <br />Finance Department. <br /> <br />The position anal~is for the Accounting Supervisor, as it exists today, is attached as Exhibit 2 and <br />indicates the level!of technical ability and knowledge that is necessary to perform the functions. <br />Not only does the ~ccounting Supervisor oversee the accounts payable and payroll functions, and <br />computer operatioias as they pertain to financial functions, this position coordinates work by staff <br />and the auditors in!preparation of the CAFR. <br /> <br />It is necessary tha~, this position be filled with an individual who has working knowledge of fund <br />accounting, generidly accepted accounting principles as defined by GASB, and governmental <br />accounting proced~lres as defined by the GFOA. All of these activities are crucial to the outflow of <br />information from me Finance Department and most require a higher level of technical ability and <br />knowledge then anlaccounting clerk position can provide. <br /> <br />In order to achiev~ the same ~uccess that the City has experienced in the financial function during <br />the past few years, ] feel it is vital that this position be replaced at the same level in the organization <br />as currently exists.
