Mark P~terson stated there was an article in the Ramsey Resident about the comprehensive plan but <br />people don't know what a comprehensive plan is. <br /> <br />Mayor Hardin asked for suggestions on how to make communications better. <br /> £ <br />David Kent, a Ramsey Resident, suggested that the people who are concerned about the trails, and <br />whethe~ or not they will be moved, should be concerned. He commented that last week there was <br />a hearifig on Improvement Project ~95-12, Hendriksen's Drainage, which everyone in the taxing <br />districtgot nailed $7.50 for, whether they were a benefitted party or not. He stated he listened to a <br />numbefof people who were against this and yet Councilmembers Peterson, Beyer and Zimmerman <br />voted for it. He stated he would be cautious too. <br /> <br />Bob Hamborg, 15755 Traprock Street N.W., Ramsey stated that the word privacy has been <br />mentioned several times. He grew up in North Minneapolis and moved out to Ramsey 12 years <br />ago - looking for privacy. He commented that Council is taking that away by bringing in freeways <br />and trail systems. He felt that Ramsey maybe didn't need a big expensive trail system. Maybe it's <br />time for another survey to the residents. He added that he does not want a lot of growth in the <br />City. <br /> <br />Mayor Hardin stated that Council has talked about another survey. <br /> <br />A1 pearson, 14821 Bowers Drive N.W., Ramsey, inquired where the money will come from to <br />develop and maintain the trails. <br /> <br />Mayor Hardin stated that developers pay by setting aside parkland and/or paying park dedication. <br /> <br />Mr. Pearson stated to Council, when you start developing your mils, you will have parcels you <br />have tC~get control of the right-of-way for, so you will have to push to close the gap, so are you <br />telling me you will push to get my property or are you going to just take it. <br /> <br />Mayor Hardin stated he didn't know. <br /> <br />Robert~runs, 14851 Sunfish Lake Boulevard N.W., Ramsey, commented that he, too, is on that <br />"privacy kick." He stated if the trail is built around Sunfish Lake, he is "out of the City of <br />Ramse¥". He felt he has plenty of on-road trails in front of him, he does not have to have a path <br />behindhim too. <br /> <br />Tom Williams, 5180 - 157th Lane N.W., Ramsey, stated that nothing proposed tonight really <br />affects~is property but the idea of on-road trails on roads as busy as Highway #47 will increase <br />the need for cemeteries for the kids in the City. On-road trails are obscene. It should not even be <br />proposed for kids. He expressed shock that professionals would propose such a thing. He <br />continued that cars pass on the right and the law enforcement doesn't deal with that too well now. <br /> <br />Mr. Schr°eder stated that the definition of the trail 'is not just an extension of pavement. <br /> <br />Mr. Boos elaborated that an on-road trail system is in place mostly on County roads and is meant <br />basically for adults. These trails would serve a transportation purpose to and from park areas, etc. <br /> <br />Bill smith stated there are three classifications of bicyclists. The first for the on-road, Type A trail <br />is the bicyclist riding for transportation reasons or for recreation and doesn't mind riding with <br />traffic. :The on-road Type B trails are for a bike rider who is less experienced as well as children.. <br />Currenyly children are riding on the county roads.
