! <br />I <br /> <br /> i <br /> I <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> i <br /> I <br />'1 <br /> ! <br /> I <br /> I <br /> <br /> WORKSHOP <br /> CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey iCity Council conducted a workshop on Monday, April 3, 1995, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota. <br /> <br />Members Pre~nt: <br /> <br />Couneilmember Kenneth Peterson (Mayor Pro Tem) <br />Couneilmember Sheila Beyer <br />Councilmember Gerald Zimmem~n <br /> <br />Members AbSent: <br /> <br />Mayor Glen Hardin <br />Couneilmember Carolyn Beahen <br /> <br />Also Present: City Administrator Ryan Schroeder <br />CALL TO ORDER <br /> <br />Councilmember Peterson called the workshop to order at 6:35 p.m. <br /> <br />COUNCIL :BUSINESS <br /> <br />Case #1: : Assessment Policy <br /> <br />Ramsey residents Rex Schaefer, 15230 Hematite Street N.W., Jim Struwve, 15238 <br />Hematite Stre3et N.W., and Terry Hendriksen, 15631 Ramsey Boulevard N.W., provided <br />input. <br /> <br />The consensus of the Council was: 1) Properties on MSA streets should not be assessed <br />for road main~nance if the property address is on a different street; 2) Properties on MSA <br />sn:eets havin~ primary access or address on the MSA street should be assessed for road <br />maintenance the typical assessment of like projects in that year (this position received <br />majority, but iaot full consensus of the Council with Councilmember Beyer opposed); 3) <br />Rural lots should receive the same unit assessment for road maintenance within the <br />subdivision o~ project; however, if subdivided later, the created parcel should be assessed <br />for existing ir~frastructure. There is currently a financing policy for urban infrastructure <br />that this shoul~l be modeled after. This position is opposed to assessing for potential future <br />lots at the fiml: of the project. Council directed that policies from Andover, Elk River and <br />Ham Lake be i'eviewed prior to submittal of the assessment policy to Council; 4) Comer <br />lots should reJceive a full share assessment for the address/access side of the property <br />without an additional assessment for the side yard. <br /> <br />Case #3: :Code Issues <br /> <br />Marlys Williams, 5180 - 157th Lane N.W., Ramsey, was present to discuss a specific <br />code enforcerrient issue. <br /> <br />Councilmember Peterson also suggested Staff review the Root auto yard on County Road <br />#5. <br /> <br />Council also-.directed that the code enforcement effort be improved by targeting <br />neighborhoods as opposed to the complaint basis of the past.
