DEVELOPMENT <br /> By: Zoning Administrator Sylvia Frolik <br /> <br /> Background: <br /> <br />Thc apprOved preliminary plat for River's ~end 3rd Addition consisted of 32 single fam~!y lots and <br />8 commercial lot~. The final plat for River s Bend 3rd Addition platted the fn'st 17 residential lots. <br />The applicants hja.ve submitted a request for final plat approval of the second phase of the plat, <br />which consists or'the remaining 15 single family lots and 1 of the commercial lots. <br /> <br />The following items are enclosed for your information: <br /> <br /> a) Site location map <br /> b) Approved prellmlrtary plat <br /> c) Prbposed final plat for River's Bend 4th Addition <br /> d) C~ty Staff review letter dated April 6, 1995 <br /> e) Pr0~ posed resolution for final plat approval <br /> 0 .l~posed development agreement <br />Observations: <br />The residential l~ts are in the Scenic River Overlay District for which the minimum lot size is <br />12,150 square fe~t Some of the lots do not meet this minimum area requirement on an individual <br />basis but overall~ the density of the residential lots exceeds I per 12,150 square feet, which was <br />acceptable to DNR at the .time ofprelimlnary plat approval. However, the depth dimensions of the <br />lots on the cul-d~sacs is such that it somewhat restricts the style of homes that can be built on the <br />lots and meet the~minimum setback requirements. The City Engineer has recommended that the <br />radii for the cul-de-sacs be reduced to 50' to add more depth to the lots. <br /> <br />City Staff is concerned with the commercial development of Lot I because of its location on a cul- <br />de-sac with other~residential lots and the additional traffic impact it will cause to the intersection of <br />Xkimo and T.H. i#47, an already hazardous traffic area. Staff recommends rezoning this lot to <br />residential. : <br /> <br />With respect to p3rk dedication, there is an agreement between, the City of Ramsey and Ramsey <br />Center Parmersh!p dated January I0, I980 that exempts this particular property from any park <br />dedication in lieu of property donated to the City and County for various purposes. The <br />development agreement will require the developer to install a 2 inch diameter tree on every lot. <br /> <br />In accordance wis the conditions placed on the plat at the time of preliminary plat approval, Xkimo <br />Street has been p~tted with 70 feet of right-of-way. -The plat has been forwarded to Mn/DOT and <br />Anoka County I~ ghway Department for review. Anoka County has expressed concern with the <br />fact that the inter ;ecfion of Xlfimo Street N.W. and T.H. g47 does not align with the current or <br />future intersection of C.S.A.H. #5 and T.H. ~g47; At the time of preliminary plat review, the <br />intersection of XtSmo was to be located directly across from the point that C.S.A.H. #5 was to be <br />relocated. Although this final plat is consistent with the approved preliminary plat, comments from <br />the County high~ ay department indicate that this intersection should be located further north than <br />identified on this plat. The relocation could be accommodated consistent with Staff's previous <br />recommendation flaat Lot 1 be replatted into single family residential lots, <br /> <br />g7 <br /> <br /> <br />
