The plat consists of two <br /> (2) shee_ts drawn by Hakanson Anderson Associates, Inc., with a print date of March 20, 1995. <br /> We offer the following comments: <br /> <br /> General. The plat is a subsequent phase of an approved preliminary plat and proposes to plat <br /> Outlot~E and F of River's Bend 3rd Addition into 15 residential lots and 1 commercial lot. <br /> According to the preliminary plat, there would be 7 commercial lots yet to be platted following <br /> River's ~end 4th Addition. <br /> <br /> Zoning. Lots 2 through 16 of Block 1 are zoned R-1 Urban Residential and Lot t of Block 1 is <br /> zoned B-1 Business. City Staff is very concerned with the commercial development of Lot 1 <br /> because of its location on a cul-de-sac with other residential lots and the traffic impact to the <br /> interseC-tion of Xkimo and T.H. #47. Staff recommends that the developer rezone Lot 1 to <br /> residential and divide it into two additional lots. <br /> <br /> Lot Area and Dimensions. The residential portion of the plat is in the Scenic River Overlay <br /> Districf for which the minimum lot area is 12,150 square feet. Although each of the lots do not <br /> contain a minimum of 12,150 square feet, the average lot size in River's Bend 3rd and 4th <br /> AdditiOns overall exceeds 12,150 square feet and this was acceptable to DNR at the time of <br /> prelim~ary plat approval. Although the lots meeting the minimum width requirements, depth <br /> wise thOy are quite constricted and this substantially limits the style of home that can be built on the <br /> lots. City Staff is recommending that the radius of the cul-de-sacs be reduced to 50 feet to give <br /> more d~pth to the lots and flexibility to the development of the lots. <br /> <br /> StreetS, Neither of the cul-de-sacs exceed the 600 foot maximum length restriction. As noted <br /> above, ~ty Staff is recommending that their radii be reduced to 50 feet. The street name on 143rd <br /> Lane N.W. should be changed to 143rd Court N.W. <br /> <br /> In accdrdance with the approved preliminary plat, Xldmo Street consists of 70 feet of right-of-way <br /> and wo_-uld access onto T.H.g47. The plat has been forwarded to Mn/DOT and Anoka County <br /> Highway Department for review and comment regarding the alignment of the Xldmo intersection <br /> as it relates to the future relocation of the T.H.~47 and C.S.A.I-L #5 intersection. At the time of <br /> prelirm~nary plat review, the intersection of Xldmo was to be relocated directly across from the <br /> point that C.S.A.H. #5 was to be relocated. Although this final plat is consistent with the <br /> approved preliminary plat, comments from the County highway department indicate that this <br /> intersection should be located further north than identified on this plat.
