PUBLIC HEARING <br /> PLANNING COMMISSION <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br />: <br /> <br />The Ramsey Planning Commission conducted a public hearing on Tuesday, March 7, 1995 at the <br />Rarnsey~Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota to hear input <br />regarding a request for a conditional use permit (CUP) for a group foster care home; case of <br />Patrick McLafferty. <br /> <br />Members Present: <br /> <br />Chairperson David Bawden <br />Commissioner Benjamin Deemer <br />Commissioner Terry Hendriksen <br />Commissioner Paul Holland <br />Commissioner Charles LaDue <br />Commissioner Michael Terry <br /> <br />Members Absent: Commissioner Bradley Thomd <br />Also Present: City Engineer Steven Jankowski <br /> <br />CALL TO ORDER <br /> <br />Chairperson Bawden called the public hearing to order at 7:45 p.m. <br /> <br />CITIZEN INPUT <br /> <br />Orall Johnson, 15333 Rhinestone Street N.W. - stated that some of the neighbors they called were <br />told that this public hearing would not be held tonight. Mr. Johnson felt that these people should <br />hear the comments that are to be made tonight. <br /> <br /> Applicant Pat McLafferty advised that he has been a foster parent since 1979, and for 10 years he <br /> has been licensed for 8 children in Shoreview. He informed that he presently has 6 children at the <br /> house. He explained that he had talks with the City when he purchased his home in Ramsey last <br /> spring, 3'et he never was told that he would have to go through all this until the fall after he moved <br /> in. NOw after all the necessary sewer and water tests, etc., and thousands of dollars of <br /> investment, he has reached this point. He reported that he is licensed for teenage boys, and he has <br /> never had any major problems with any of his boys. <br /> <br /> Commissioner Holland inquired how long the boys reside at the home. <br /> <br />Mr. McLafferty replied that he averages about three years per boy. He admitted that he gets boys <br />with a little more problems than the average. Normally, he has the boys until they turn 18 and are <br />out of school. Mr. McLafferty went on to explain how he purchased a 4-bedroom home last <br />spring and over the summer he and his boys spent three months doing 99% of the work to put on a <br />2200 square foot addition making the home a 3-story, 8-bedroom home. <br /> <br />Chairperson Bawden entered into the record of this public hearing two favorable letters received <br />from residents Francis Licari of 7310 154th Lane N.W. and Terrance W. Armstrong of 7290 <br />I54th Lane N.W.
