CASE #: _~ <br />REQUEST gOR PRELIMINARY PLAT APPROVAL OF FOX KNOLL; <br />CASE OF RICK i MURRAY, RESIDENTIAL DEVELOPMENT COMPANY, AND <br /> I~ARK KLECKNER, FOX DEVELOPMENT CO. . <br />By: City Admin!strator Ryan Schroeder and Zoning Administrator Sylvia Frohk <br /> <br />Background: <br /> <br />Rick Murray of Resid. entiai Development Company is requesting preliminary plat approval of Fox <br />Knoll. As you may ~call, last year the subject property was proposed for a subdivision to plat the <br />20 acres into two 10 acre rural lots. At the time of application processing, City Staff suggested that <br />platting the property ~ postponed until this year. The City's suggestion was based on the fact that <br />the subject area was ~ilways intended to be urban, the pending expansion of the Metropolitan Urban <br />Service Area (MUS~ ~) which would include the subject area, and the availability of sewer and <br />water to the site by ~ fid 1995. Earlier this year the subject property was brought into the MUSA <br />and in March of 199:, the Planning Commission unanimously granted approval to a revised sketch <br />plan to plat the prope ~y at urban densities. <br /> <br /> a) Site lc Cation map <br /> b) Propoged preliminary plat <br /> c) City ~f review letter dated March 29, 1995 <br /> d) Draft bf April 4 Planning Commission public hearing and regular meeting minutes <br /> e) Mem6~ from Jim Gromberg dated April 13, 1995 <br />Observations: <br /> <br />The plat consists of 2.~ acres to be subdivided into 22 lots. All of the lots exceed the minimum area <br />and dimensional req '.u~rements. <br /> <br />Street access to the l~ts will be provided by an extension of 151st Lane N.W. which will result in <br />exceeding the 600 f(~ot maximum dead end street length. Another cul-de-sac will be extended <br />north off of 151st toaccess the remainder of the developable property. The over-extended length <br />of 151st is' the only ~easonable means of developing this property short of bridging wetlands to <br />construct through struts, which we know from experience is not acceptable to DNR. <br /> <br />A Grading and Drain@ge Plan has been accepted and approved by the City Engineer. The final plat <br />should dedicate all oi~ the wetland area as a drainage and utility easement. As an addendum to the <br />Grading Plan, the de~eloper must submit a Tree Preservation and Planting Plan. <br /> <br />Th~ Park Commissic~n met on March 8 and park dedication is to consist of a combination of trail <br />development and cash. City Staff suggested, and the Park Commission agreed, that the section of <br />park trail south of lfllst be realigned to the west to more directly line up with Quicksilver Street <br />N.W. As a result o~ concerns expressed recently regarding the impact of development on the <br />Environmental Learning Area at Ramsey Elementary School, Staff is recommending that the <br />segment of trail fron~ 151st Lane to the south boundary of the plat be preserved as a trail corridor <br />but not paved and d~eloped at this time. An alternate route to this segment of trail would be to <br />follow 151st Lane east to the bituminous path on Nowthen Blvd. The remainder of trail heading <br />northwest~o 153rd A~venue from Quicksilver Street would be paved. <br /> <br />The Planning Comn~ssion conducted a public hearing on April 4, 1995 regarding the proposed <br />preliminary plat for ~nx Knoli and unanimously recommended approval of same. <br /> <br />At the April 11 mee[ing, a resident of Haubrich Addition (just east of the proposed Fox Knoll) <br />approached the City ~Council and requested that a moratorium on development be implemented <br />prior to considering ~anting preliminary plat approval to Fox Knoll. The moratorium would give <br />the City time to cons~ ~ter curtailing the rate at which urban development is occurring and preserving <br />the rural characteristii~'s of Ramsey. <br /> <br /> <br />
