ALCOHOL/SUBSTANCE USE POLICY <br /> <br />To provide a safe, healthy and productive work environment by establishing <br />guidelines to aid in addressing work related alcohol or drug abuse situations. <br /> <br />I <br />I <br />I <br />I <br /> <br />All employees. <br /> <br />Practice <br /> <br />1. Statement <br /> <br />Alcohol or substance abuse can create safety hazards for the employee, co- <br />workers and the general public. Abuse also decreases efficiency. The city <br />recognizes chemical dependency, including alcoholism, as a <br />behavioral/medical problem (disease) which is treatable and for which <br />treatment is available. At the same time, the City intends to provide a safe, <br />healthful and productive working environment free from the adverse affects <br />of alcohol and illegal drag use. <br /> <br />Employees are expected to report to work on time and in suitable mental and <br />physical condition and to perform their jobs satisfactorily, where the use of <br />alcohol or other drugs interfere with these expectations, the City wilt offer <br />rehabilitation assistance where appropriate. Seeking assistance for a <br />chemical dependency problem in itself will not jeopardize an employee's <br />job. Performance, attendance, or behavioral problems will result in <br />disciplinary action. <br /> <br />2. General Policy <br /> <br />The consumption, possession or distribution of alcohol, a controlled <br />substance, or illegal drugs, at any time on City property is strictly <br />prohibited. This includes before and after each work day, during <br />breaks and during lunch periods. <br /> <br />Alcohol, controlled substances, or illegal drugs, must not be <br />consumed, on or off City property during lunch or breaks. Even <br />minimal consumption of these substances may have a negative effect <br />on individual function, performance and judgment after returning to <br />work. <br /> <br />An employee believed to be possessing, distributing, consuming or <br />under the influence of alcohol, controlled substance, or illegal <br />drugs, while at work or on City property will be sent home and <br />suspended without pay for a period of time determined at the City's <br />sole discretion.
